City of Vienna City Council met Sept. 6.

The City Council of the City of Vienna met in regular session, Wednesday, September 6, 2023 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT:

Steve Penrod, Mayor

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Tuey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the August 16, 2023 meeting minutes and the Warrant ($29,959.21). Alderman Racey seconded the motion. All present in favor, motion carried.

Jennifer Jacobsen was present to discuss final details of the upcoming Junque Jamboree scheduled for Saturday, September 16th. Jacobsen said a spring event date was set for April 27th.

Haley Ing, with Horner& Shifrin was present to comment on the following sewer and water relocation change orders for the IDOT 146 East project.

Alderman Tuey made a motion to Authorize and Approve change order for 146 East Sanitary Sewer Relocation-$3,360.00. Alderman Pitts seconded the motion. All in favor, motion carried.

Alderman Moore made a motion to Authorize and Approve change order for 146 East Watermain

Relocation-$33,440.00. Alderman Hill seconded the motion. All in favor, motion carried.

Alderman Tuey made a motion to Authorize and Approve $2,675.79 (Water Funds) for purchase of boring machine fittings. Alderman Racey seconded the motion. All in favor, motion carried.

Alderman Hill made a motion to Authorize and Approve quote from Midwest Meter-$13,288.50 (TIF Funds) for Park Street waterline replacement. Alderman Moore seconded the motion. All in favor, motion carried.

Alderman Moore made a motion to Authorize and Approve $1,500 (Tourism Funds) for purchase of Solar Eclipse t-shirts from Silkworm. Alderman Tuey seconded the motion. All in favor, motion carried.

PUBLIC COMMENT

Tricia Calhoun with Shawnee Worship Center was present to request use of half of the city park for Saturday, October 14th from 8:00 a.m. to 4:00 p.m. Council gave consent.

ELECTED/APPOINTED OFFICIALS

Clerk Wright said the fall city wide clean-up was scheduled for Monday, October 23.

Supt Racey said gas line relocation on 146 East was almost completed.

Alderman Moore gave an update on the fall fest parade and festival planning. Moore said Vienna Grade School had contacted her for use of the park to hold a 5k fundraiser event on Friday, September 22nd. Council gave consent.

Alderman Tuey questioned liability to the fire department as lift assist calls had increased due to the ambulance service shortage.

Mayor Penrod commented on the recent filter replacement project at the water plant saying it was successful. Penrod said water samples were taken to be tested over the holiday weekend and the boil order was lifted on Monday morning.

At 7:24 p.m., Alderman Racey made a motion to go out of Regular Session into Executive Session for discussion of contracts relating to purchase, sale, or delivery of natural gas as per 5ILCS 120/2(c)(23). Alderman Elliott seconded the motion. Motion carried.

At 7:54 p.m. Alderman Tuey made a motion to resume regular session. Alderman Hill seconded the motion. Motion carried.

As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Hill. Mayor Penrod adjourned the meeting at 7:54 p.m.
