The City Council of the City of Vienna met in regular session, Wednesday, August 2, 2023 at Vienna City Hall with the following members and guest:
ELECTED/APPOINTED OFFICIALS PRESENT:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.
NEW BUSINESS
Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the July 19, 2023 meeting minutes, the Warrant ($46,002.82) and June Treasurer's Report. Alderman Tuey seconded the motion. All present in favor, motion carried.
Alderman Racey made a motion to Authorize and Approve a Façade Improvement Grant Application and Agreement for Family Pizza in the amount of $2,400.00 (TIF Funds). Alderman Hill seconded the motion. All in favor, motion carried.
Alderman Moore made a motion to Authorize and Approve Resolution 23-07, A Resolution Authorizing an agreement with Vienna Outdoor Equipment, LLC for redevelopment of property utilizing Tax Increment Financing located at 110/112 East Road in the City of Vienna, IL. Alderman Pitts seconded the motion. All in favor, motion carried.
Alderman Tuey made a motion to Authorize and Approve a Redevelopment Agreement between the City of Vienna, IL and Vienna Outdoor Equipment, LLC. In the amount of $7,500,00 for eligible reimbursement of TIF Funds. Alderman Hill seconded the motion. All in favor, motion carried.
Mayor Penrod informed council that he and Treasurer Meyers had met with the city auditor to discuss the USDA Rural Development grant/loan. The city received a letter from USDA that funds would be obligated to the city as a $2.6 million grant /$3 million loan at 1% interest for forty years. Penrod said city returned a signed letter of intent but the process was still ongoing and final closing on the loan would be months out. Penrod said a meeting would be scheduled with Mike McKee, USDA this month.

ELECTED/APPOINTED OFFICIALS
Supt. Racey mentioned needing additional storage for the city's pumper truck with insulation for winter months. Council discussed getting a quote on materials.
Fire Chief Williams said ISO (Insurance Services Office) was scheduled for August 15th to evaluate and rate the department. Williams said the inspection included the flow testing of hydrants.
Alderman Pitts updated council on a funding seminar he attended that included information on applying for future grants.
Mayor Penrod said ordinance revisions to Chapter 97-Open Burning, Chapter 91-Animals, and Chapter 10- General Provisions were still being reviewed.
Penrod read a thank you card from city librarian, Margaret Mathis, thanking the council for funding the newly installed outdoor carpeting.
Penrod said he contacted IDOT concerning the bike crossing at the city park. IDOT would issue a permit for the city to repaint.
Penrod discussed the upcoming filter media replacement project at the water plant with council. Once a date is set, residents and businesses would be notified for a boil order.
Penrod reviewed the Redbud Road upgrade grant project.
As there was no further business to discuss, Alderman Pitts made a motion to adjourn. Seconded by Alderman Tuey. Mayor Penrod adjourned the meeting at 7:38 p.m.
