a. The proposed waiver/modification would permit the School District to exceed the 5% cap placed on increases in administrative expenditures (which includes items such as administrator salaries) from one school year to the next. The proposed waiver/modification would allow the District to exceed the administrative expenditure increase due to the addition of a Dean of Students to the administrative team.
