City of Vienna City Council met May 17.

Here are the minutes provided by the council:

The City Council of the City of Vienna met in regular session, Wednesday, May 17, 2023 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT:

Steve Penrod, Mayor Alan Racey, Alderman Ron Pitts, Alderman Austin Tuey, Alderman Melissa Hill, Alderman Tim Elliot, Alderman Aleatha Wright, Clerk Shane Racey, Supt.

ELECTED OFFICIALS ABSENT: Angela Moore, Alderman

GUESTS -None

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Tuey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the May 3, 2023 council meeting minutes, the warrant ($123,470.43), and April treasurer's report. Alderman Hill seconded the motion. All in favor, motion carried.

At this time Mayor Penrod made Committee and Mayor Pro-tem appointments as follows:

Finance- Ron Pitts, Alan Racey, Tim Elliot

Parks/Playgounds- Melissa Hill, Angela Moore

Fire & Safety- Austin Tuey, Ron Pitts

Streets/Sidewalks- Austin Tuey, Angela Moore

Tax Increment Fund- Tim Elliot, Melissa Hill, Alan Racey

City Improvements- Tim Elliot, Angela Moore, Ron Pitts

Health, Lot, & Cemeteries- Ron Pitts, Austin Tuey

Southern Five Policy Board- Alan Racey, Melissa Hill

Mayor Pro-tem- Ron Pitts, with full consent of council.

At this time, Ron Pitts was sworn in as Mayor Pro-tem by Mayor Penrod.

Mayor Penrod noted that former Alderman Richard Owen would be removed from all Banterra city bank accounts and replaced by Alderman/Mayor Pro-tem, Ron Pitts. Pitts would be an authorized signatory on all Banterra city bank accounts. Council was in consent.

Alderman Racey made a motion to Authorize and Approve a quote from Midwest Meter for a Badger 6" E-Series ultrasonic meter for water plant operation. (TIF Funds) $4,785.75. Alderman Pitts seconded the motion. All in favor motion carried.

Alderman Tuey made a motion to Authorize and Approve $10,795.00 (General Funds) for Curtis Dyna Fog Typhoon One Gear Pump 9.5 Hp. Kohler motor. 205 CFM Blower (mosquito fogger) Total remote system with one-year warranty- LD Supply. Alderman Pitts seconded the motion. All in favor, motion carried.

PUBLIC COMMENT -None

ELECTED/APPOINTED OFFICIALS

Clerk Wright informed council that a firework vendor had inquired of selling fireworks inside city limits. Wright noted an existing city ordinance that would prohibit these sales.

Alderman Tuey said he was in the process of requesting donations from local businesses for Fourth of July fireworks.

Alderman Pitts asked the status of police car purchase from the Illinois Tollway. Wright said the city was waiting to receive an official invoice.

Mayor Penrod acknowledged National Police week commending all local officers.

Penrod updated council on an IHDA residential demolition grant the city would be applying for through Southern Five Planning. Penrod noted five dilapidated properties that were identified and said property owners had been contacted.

Penrod said he would obtain quotes for the outdoor carpeting replacement project at the city library for agenda approval.

As there was no further business to discuss, Alderman Hill made a motion to adjourn. Seconded by Alderman Racey. Mayor Penrod adjourned the meeting at 7:26 p.m.
