City of Metropolis Water Light and Street Committee met May 8.

     Moved by Alderman Chuck Short and Second by Alderman Darryl Neill to approve the minutes of the previous meeting held on 4-24-23 as presented; MOTION CARRIED:

     Josh Reagor presented his plan to build new and affordable housing. The location for the project is between Vienna and Broadway and West 8th Street. The homes will be 3 bedrooms, 2 baths with a garage or carport and owner occupied. The properties are zoned R-1-D and he’s asking the city to create a TIF district. Josh will partner with federal, state and local agencies to redevelop the blighted neighborhood making it a desirable area to live. A spreadsheet showed potential costs in a TIF district to build as well as a timeline for the project. It also calculated the taxes generated with 12 homes completed plus funds generated in a TIF district. Several came that are interested in the idea and want to invest in building affordable housing.

     The Massac County New Home Construction Grant Program provides financial incentives and assistance to individuals who construct new homes within our county. The program hopes to attract new residents, promote investment in residential properties and improve our community’s neighborhoods. They must be a legal resident of the county and provide proof of income, residency and a letter of pre-approval from a financial institution. The homes are no less than 1,000 square feet in size, once approved must initiate construction within 60 days. Applicants must agree to use the grant funds to purchase/acquire land for the purpose of new home construction or purchase/acquire a dilapidated or blighted structure for the purpose of demolishing the structure to build a new home. They must agree to comply with all zoning ordinances, local, state, and federal building codes and live in the home for a minimum of 5 years. Those who meet all the criteria will receive a $10,000 grant.
