Alden-Hebron School District #19 Board of Education met April 19.

Here are the minutes provided by the board:

President Norton called the regular meeting of the Board of Education of Alden-Hebron Community Consolidated Unit School District #19 to order at 7:08pm.

ROLL CALL

PRESENT: Mr. Norton, Mr. Winkelman, Mrs. Smith, Mr. Madsen, Mr. Eskridge, Mr. Berg, Mrs. Johnson

ABSENT: None

ALSO PRESENT:

Tiffany Elswick-Superintendent, Katie Beck-SSC, Eric Slocum-ES Principal, Aaron Butler-MS/HS Principal, Ray Stalker, Steve Fritsch, Nick Ciccotosto, Bobette VonBergen, Mel VonBergen, Tara & Ken Nielsen, Margaret Behles, Margo VanDan

CORRESPONDENCE

• 4/03/2023—From McHenry County Zoning Board of Appeals: Notice of Public Hearing regarding the application of Jack Pease, Supermix of Wisconsin, for expansion of their conditional use permit for the property on Burgett Road to allow for Earth Extraction/Mining on the subject property. The Hearing will be held on 4/27/23 at 1:30pm in room A at the McHenry County Gov’t Center.

• 4/10/2023—FOIA from locallabs.com: Requesting District’s current Mission Statement. Satisfied on 4/10/23.

COMMUNICATIONS

Public Comments

• Mrs. Nielsen shared a document published by “Wirepoints” claiming that District 19’s students are mostly below grade level in Math and Reading. She implored the community to “demand change” and the BOE not to ask the community for any more money for facilities until the students are working at grade level.

• Mr. Stalker remarked on BOE policy 3:40 which outlines the qualifications for a superintendent.

• Mrs. VonBergen, Mrs. VanDan and Mrs. Behles, members of the Alden United Methodist Women were in attendance to congratulate the District on starting up an Ag/FFA program. They presented the District with a check for $7,302.79 from the AUMW Education Fund.

Board Comments

• Mr. Berg thanked the AUMW for their donation, stating that that is what makes this community great.

• Mrs. Johnson thanked the AUMW for their very meaningful, powerful gift. She then encouraged Mrs. Nielsen to visit the ISBE website to research the Illinois State Report Card for District 19.

• Mr. Norton thanked the AUMW for their donation. He also suggested that Mrs. Nielsen contact Mrs. Elswick if she has specific questions regarding the District’s State Report Card.

BUSINESS

ADMINISTRATION

ES Principal Report – as presented

Mr. Slocum added that Alden-Hebron Elementary School is one of six schools in McHenry County that has received a rating of “Exemplary” from the state.

MS/HS Principal Report– as presented

Mr. Butler added:

• Thank you to AUMW for their thoughtful donation

• Thank you to Mrs. Nielsen for speaking

• Next year, there will be 22/28 Seniors and 18/21 Juniors attending Tech Campus

• HS Graduation will be on Sunday, May 21st at 1:00pm and 8th Grade Recognition will follow at 3:00pm.

Superintendent Report– as presented

Mrs. Smith questioned and received clarification on a few items suggested in the Handbook changes.

Mrs. Johnson moved; Mr. Berg seconded to approve the Handbook changes as presented.

Alden Township

Mr. Madsen attended the Alden Township meeting. Items discussed included:

• Business conducted as usual

• Formation of budget committee

• Annual Town Meeting

Hebron Township

Mrs. Johnson attended the Annual Meeting for Hebron Township. Items discussed included:

• Annual State of Affairs

• Payoff of mortgage within 8 years

• Cemetery fundraiser funds to go for special projects and not general maintenance • Consideration of buying a generator for Township Facility

PHYSICAL STRUCTURES/MAINTENANCE

Buildings & Grounds Report –as presented

Mr. Norton moved; Mr. Berg seconded to approve the lawn mowing proposal by V & V Lawn Care for 2023, 2024.

Ayes: Mr. Norton, Mr. Winkelman, Mrs. Smith, Mr. Madsen, Mr. Eskridge, Mr. Berg, Mrs. Johnson

Facilities Update

Discussion included:

• Leak in big gym roof

• Leak in band room

• Ag room electric

• Buildings and Grounds meeting not concluded tonight; committee will reconvene on May 3 at 5:30pm (before BOE meeting)

TRANSPORTATION

Transportation Report – as presented

CURRICULUM/POLICY

Mrs. Johnson stated that most of the policy updates stem from the Faith’s Law trailer bill, which greatly increases background investigation and reporting of sexual misconduct by employment candidates with prior employers.

SPECIAL EDUCATION

Student Services Coordinator Report-as presented

Mrs. Beck added:

• Preschool screening was held today; 18 were screened; next screening will be held on July 19, 2023

• There are 22 children on the waiting list for “full-day” pre-k for SY24

FUTURE AGENDA ITEMS

Mrs. Smith requested:

• Discontinuing Zoom during BOE meetings now that they are aired on Facebook Live • Periodic Discipline reports from Elementary, Middle and High Schools

• Mr. Berg thanked retirees for their dedication to the District; thanked Mr. Butler for taking the lead on Buildings & Grounds since the director left; thanked citizens for bringing information.

• Mrs. Johnson announced the MS Football meat raffle to be held at Hoops on Saturday, 4/22.

Mr. Eskridge moved; Mr. Madsen seconded to go into Executive Session at 9:00pm for the appointment, employment, compensation, discipline, performance, or dismissal of specific employees.
