9:00 INTRODUCTIONS AND ISBE UPDATES
ISBE will provide an update to the TAC covering significant developments since the previous meeting related to assessment and accountability.

9:30 ACCOUNTABILITY INDICATOR REVIEW
During this session, the Center for Assessment will provide an analysis of indicators based on 2022 accountability results following-up on priorities identified by the TAC at the November 2022 meeting. Focus areas include:
• Indicator performance for unscored (raw) metrics for schools, including school types, and selected student groups
• Analysis of chronic absenteeism, including an investigation of alternative effective ranges
Focus questions for the TAC:
• What are the implications of these analyses for future accountability design decisions?
• What additional steps should ISBE consider to further monitor, document, and evaluate the accountability system?

11:00 LONG-TERM GOALS (LTG) AND MEASURES OF INTERIM PROGRESS (MIP)
Illinois’ accountability system is linked to long-term goals and measures of interim progress that increase in subsequent years. We want to ensure that expectations are appropriate and reasonable. If there are challenges in the out-years, we want to get in front of them now. We will discuss the issue, review some other state practices with respect to LTGs and MIPs in accountability, and review potential alternatives.
Questions for TAC:
• Is it likely that ISBE will need to reconsider how LTGs and MIPs are addressed in accountability?
• What alternatives may be promising?
• What additional information or analyses can inform the issue moving forward? Materials: TBD

1:00 COLLEGE AND CAREER READY INDICATOR (CCRI)
ISBE will provide an update on the CCRI. The TAC will also review the range of practices we’re seeing from other states with respect to CCRI in ESSA accountability. The goal is to refine ISBE’s vision and plans for moving toward implementation.
Questions for TAC:
• What are the pros and cons of various alternatives for CCRI?
• What should ISBE consider adding to the CCRI that isn’t already addressed? 2:30 BREAK
2:45 HIGH SCHOOL PERFORMANCE EXPECTATIONS
How should ISBE evaluate the performance expectations for the high school assessment with respect to college and career readiness and the 3-8 assessment with respect to ‘on track’ to readiness? The TAC’s advice is sought to help inform a plan to analyze and evaluate current performance expectations.

ISBE is considering implementing a growth score for high school accountability. This item is to discuss possible approaches to implement growth and the analyses required to investigate and implement a workable solution.
