City of Vienna City Council met March 15.

The City Council of the City of Vienna met in regular session, Wednesday, March 15, 2023 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT:

Steve Penrod, Mayor

Angela Moore, Alderman

Richard Owen. Alderman

Alan Racey, Alderman

Ron Pitts, Alderman

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Owen made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the March 1, 2023 council meeting minutes, the Warrant ($26,008.56) and February Treasurer's Report. Alderman Pitts seconded the motion. All present in favor, motion carried.

Alderman Racey made a motion to Approve application to issue a Class D liquor license to Robert Smith, Family Pizza, 309 East Main Street. Alderman Tuey seconded the motion, all present in favor, motion carried.

Alderman Moore made a motion to employ David Craig for the 2023 mowing season. Alderman Tuey seconded the motion. All present in favor, motion carried.

Council members discussed the cost increase of the annual fireworks display and whether the city would move forward in scheduling the show or use the funds elsewhere. Alderman Tuey, Owen, and Racey all commented, acknowledging the increase but were in favor of keeping the tradition of the annual fireworks show. Council had further discussion. Alderman Tuey made a motion to Authorize and Approve the Fireworks agreement between American Patriot Pyro, Inc and City of Vienna, IL for $13,500.00 (Tourism Funds), show date scheduled for Monday, July 3rd. The motion was seconded by Alderman Owen. The vote was as follows: Hill-absent, Moore-No, Owen-Yes, Pitts-No, Racey-Yes, Tuey-Yes. Motion carried.

Council set the fireworks display rain date for Saturday, July 8th.

Alderman Racey made a motion to Authorize and Approve $250.00 (Community Funds) for DJ Services. Alderman Tuey seconded the motion. All present in favor, motion carried.

Alderman Owen made a motion to Authorize and Approve to accept Horner & Shifrin as consulting engineer for the 2023 calendar year to perform MFT. Alderman Pitts seconded the motion. All present in favor, motion carried.

Alderman Racey made a motion to Authorize and Approve Resolution 23-03, A Resolution for Maintenance of Street and Highways by the Municipality under the Highway Code for $110,000.00 of MFT Funds. Alderman Moore seconded the motion. All present in favor, motion carried.

PUBLIC COMMENT None.

ELECTED/APPOINTED OFFICIALS

Wright announced the date of the City Spring Clean Up for Monday, April 24th. Wright also said the 24-hour prayer event in the park was rescheduled for May 12-13th. Wright said she had received two resumes for the depot coordinator position for review.

City Supt, Racey said 300 feet of gas main was installed on 146 East from Banterra to Stuckey's. Racey also said the scoreboard posts were installed at the ballpark.

Alderman Owen questioned if the strip of highway between highway 45 and the bridge on 146 East would be included in the 146 East IDOT plan. Penrod would contact IDOT.

Alderman Moore said the community easter egg hunt was going well. Donations of candy were still needed.

Penrod said the city was still in the process of obtaining information on a dilapidated property.

Mayor Penrod commented on the requested letter of support for opposition in changing the Shawnee National Forest to a state park from the previous council meeting. Council agreed the city should support the opposition by letter from the mayor.

Mayor Penrod gave an update on the food/craft vendor list for the fall festival scheduled for

October 5-6th. Council discussed bands/entertainment.

Penrod discussed renovations taking place at the city ballpark including setting poles for scoreboard installation, painting of bleachers and dugouts, and bleacher canopies installed by Ryan Stafford construction. Penrod said the scoreboard was fully funded by Banterra bank, but additional costs for installation were estimated around $1,500.00. Council agreed the city would cover those costs.

As there was no further business to discuss, Alderman Owen made a motion to adjourn. Seconded by Alderman Moore. Mayor Penrod adjourned the meeting at 7:20 p.m.
