The City Council of the City of Vienna met in regular session, Wednesday, February 15, 2023 at Vienna City Hall with the following members and guest:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.
NEW BUSINESS
Alderman Tuey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the February 1, 2023 council meeting minutes, the Warrant ($27,059.22), and January Treasurer Report. Alderman Hill seconded the motion. All in favor, motion carried.
Dylan Young, Manager of Little Egypt Pest Control, was present to introduce his company and services he could provide for the city. Council thanked Young for attending.
Alderman Racey made a motion to Authorize and Approve Ordinance 23-01, An Ordinance regulating excavation and surface restoration of city property. Alderman Tuey seconded the motion. All in favor, motion carried.
Alderman Pitts made a motion to Authorize and Approve a Southern Illinois Aggregation Partnership Municipality Power of Attorney. Alderman Moore seconded the motion. All in favor, motion carried.
Alderman Moore made a motion to Authorize and Approve Resolution 23-01, A Resolution Authorizing an agreement with Adam Shoemaker for Redevelopment of Property Utilizing Tax Increment Financing Located at 212 North 1st Street in the City of Vienna, IL. Alderman Hill seconded the motion. All in favor, motion carried.
Alderman Owen made a motion to Authorize and Approve a Tax Increment Financing Redevelopment Agreement for existing building repairs and renovations at 212 North 1st Street, Super Shop, between the City of Vienna, IL and Adam Shoemaker dba Shoemaker Building Center. Alderman Tuey seconded the motion. All in favor, motion carried.
Alderman Racey made a motion to Authorize and Approve 23-02, A Resolution Authorizing an agreement with Adam Shoemaker for Redevelopment of Property Utilizing Tax Increment Financing Located at 420 Court Street in the City of Vienna, IL. Alderman Hill seconded the motion. All in favor, motion carried.
Alderman Tuey made a motion to Authorize and Approve a Tax Increment Financing Redevelopment Agreement for existing building repairs and renovations at 420 Court Street, Vienna Theater Building, between the City of Vienna, IL and Adam Shoemaker dba Shoemaker Building Center. Alderman Owen seconded the motion. All in favor, motion carried.
Alderman Pitts made a motion to Authorize and Approve Horner & Shifrin Inc. to prepare the estimate and documents to execute the 2023 MFT procurement and work for the City of Vienna. Alderman Moore seconded the motion. All in favor, motion carried.
Alderman Moore made a motion to Authorize and Approve quotes for GPS location mapping system and associated training from Seiler Geospacial including the following: Locater, $637.00, Field Map Training, $995.00, Annual Subscription, $2,205.00. Alderman Tuey seconded the motion. All in favor, motion carried.
Troy Kerley, City Gas Supt was present to discuss with council the purchase of a master gas meter to track overall city usage from Utility Safety and Design. The meter would be placed on a future agenda for approval.

ELECTED/APPOINTED OFFICIALS
Wright shared a firework display quote, on behalf of Fire Chief Williams, from American Patriot Pyro, Inc for $13,500.00. Brief discussion was had. The display agreement would be placed on the next meeting agenda for discussion/action.
Supt. Racey mentioned a replacement rear backhoe tire that was purchased.
Alderman Moore discussed the upcoming community Easter egg hunt scheduled for Saturday,
April 1st at the city park. Moore said several bicycles had been donated and expressed appreciation to Joe Emery and Tina Penrod for assisting with the event.
Alderman Owen informed council of a memorial marker that would need to be relocated and a new tree planted at the city park. Owen said the tree had been removed when the amphitheater was built. Owen also said he had spoken with a contractor concerning the new courthouse construction and was informed that sidewalks would be replaced along Main and Vine Street.
Mayor Penrod informed council of the city transferring certificate of deposits from 24 months to 12 months at 4.25% interest rate at Legence Bank. Council agreed on the action taken by the city treasurer.
Penrod updated council on a meeting with Millstone Water District concerning the city obtaining water services. Penrod said discussion was had on several factors of what conditions Millstone would have to meet to be able to provide water and quote prices for the city. Future meetings and discussions would continue to take place.
Penrod said the fire department roof repair was completed by Vaughn's roofing.
Penrod updated council on several distressed properties. Penrod noted that the Fairgrounds had sold to a local individual.
Penrod discussed an amendment to the water project preliminary engineer report (USDA loan/grant) to include the water relocation work for 146 East. The sewer portion of the 146 East project would be funded by the city's American Rescue Plan funds. Penrod said if the city chose to do so, they could utilize TIF Funds for a portion of the annual payment on the USDA loan.
As there was no further business to discuss, Alderman Racey made a motion to adjourn. Seconded by Alderman Pitts. Mayor Penrod adjourned the meeting at 7:29 p.m.
