Illinois State Board of Education Performance Evaluation Advisory Council met Feb. 8.

III. Review Administrator Academies
Ms. Alsop asked about principal evaluation courses and the changes being contemplated. What will happen with Administrator Academy (AA) course numbers? Will changing the numbers make it more confusing for the field? Ms. Triezenberg was unable to answer that or whether content can be taken from one academy and be moved to another. Ms. Alsop shared her experience of intentionally putting AAs together for educators that are helpful and applicable to the field. She asked if working with ISBE from the beginning of the academies’ inception would be helpful to eliminate logistical issues in the future. Ms. Budke asked for clarification. Ms. Alsop explained the challenges educators have faced with the Educator Licensing Information System (ELIS) in recognizing the pathways of being a qualified evaluator when the system does not recognize the different ways that AAs count toward qualification. Members suggested that it would be ideal if AA 2000 would be the initial training and then there would be additional training to have evaluators take additional courses. Ms. Budke stated she would present that to management.
There was discussion on five years vs. five-year cycle rules, with the conclusion that the two are contradictory. There are examples of such issues that have been presented by educators. The members agreed that this is going to be a big issue for what ELIS can track.
Ms. Triezenberg asked Ms. Grams-Pullappally about nurses who evaluate other nurses within the Chicago Public Schools. They do not have a Professional Educator License, and they use a different rubric. Ms. Grams-Pullappally stated that the people who will be evaluators have to pass AA 2000, but it is difficult for them to pass the content. She reiterated that that is necessary to become an evaluator.
The Kane and DuPage representatives were invited to the meeting, but were not in attendance. Mr. Frank spoke to the representatives at the DuPage Regional Office of Education and they will review the academies, but he has not heard from anyone on the status. Kane County also said it would like to revisit the academies. Members explored the idea of updating the academies as a committee.
Mr. Frank will follow up with Kane and DuPage counties to see if they will be attending the meetings on February 27-28.
Ms. Budke verified that there would be travel reimbursement for the Kane and DuPage representatives.
Ms. Grams- Pullappally expressed her concerns that if Kane and DuPage are not able to get the updates done, then the committee members may need to adjust hours when they arrive and work in Bloomington at the end of February.
Mr. Frank will reach out again to Kane and DuPage stating if they can get the AA courses updated and attend the meeting in February, then the academies will be reviewed then. If they do not have the academies reviewed then, the committee we will use the February days to revise and plan.
The members agreed that they are willing to collaborate and help with input from Kane and DuPage and that they do not have to have a completed product then. Either way, the committee would like to have a completed revised product by Tuesday, Feb.28.
Tentative start time for the Monday Feb. 20 meeting is 1 p.m. The start time may be moved up depending on Kane and DuPage information.
