City of Anna City Council met Jan. 17.

Here are the minutes provided by the council:

The Anna City Council met in regular session at Anna City Hall at 5:00 p.m. on January 17, 2023. The meeting was called to order by Mayor Mayor Hartline. The roll call went as follows: Present were Commissioner Kathy Bryan, Commissioner Michael Bigler, Commissioner Martha Ann Webb and Mayor Steve Hartline. Commissioner Miller was absent.

A motion was made by Commissioner Bryan and seconded by Commissioner Webb that it be RESOLVED TO APPROVE THE JANUARY 3, 2023 ANNA CITY COUNCIL REGULAR SESSION MINUTES. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Bigler, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Commissioner Miller was absent. Mayor Hartline declared the motion carried.

Dori Bigler, Vice President of the Union County Chamber of Commerce & Economic Development, addressed the council regarding a request to work with the City of Anna and close an alley on Main Street to foot traffic only during the upcoming Galentine’s Boutique Crawl.

City Administrator Dori Bigler gave an update on the following projects: (1) Consumer Fraud Class scheduled at the City of Anna with Marsha Griffin, (2) Delta Leadership Institute, (3) World Kidney Day in Anna, (4) Opioid Lawsuit Update, and (5) Bank Rates for Deposit Accounts

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE THE JANUARY 2023 ACCOUNTS PAYABLE. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Bigler, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Commissioner Miller was absent. Mayor Hartline declared the motion carried.

Sealed bids were opened for the 2003 Crown Victoria.

A motion was made by Commissioner Bryan and seconded by Commissioner Webb that it be RESOLVED TO ACCEPT THE BID OF $2,000 BY JOHN SMITH FOR THE 2003

CROWN VICTORIA. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Bigler, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Commissioner Miller was absent. Mayor Hartline declared the motion carried.

Discussion was held regarding a request to vacate an alley by Arrowleaf. Discussion was held regarding a request to vacate an alley by Scott Cook.

A motion was made by Mayor Hartline and seconded by Commissioner Bigler that it be RESOLVED TO APPROVE A SPECIAL EVENT LIQUOR LICENSE FOR STARVIEW VINEYARDS FOR FEBRUARY 3, 2023. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Commissioner Bryan abstained. Commissioner Miller was absent. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Bigler and seconded by Commissioner Webb that it be RESOLVED TO APPROVE RESOLUTION 2023-01; GRANTING AN EASEMENT ENCROACHMENT AGREEMENT. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Bigler, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Commissioner Miller was absent. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE A ZONING PERMIT AT 206 GRAND AVENUE FOR BENJIE & JANET DUNVILLE. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Bigler, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Commissioner Miller was absent. Mayor Hartline declared the motion carried.

A motion was made by Mayor Hartline and seconded by Commissioner Webb that it be RESOLVED TO APPOINT GRANT CAPEL TO THE POLICE PENSION BOARD. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Commissioner Bryan abstained. Commissioner Miller was absent. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED THAT THE REGULAR SESSION OF THE ANNA CITY COUNCIL MEETING OF JANUARY 17, 2023 BE ADJOURNED AT 5:25 PM. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Bigler, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Commissioner Miller was absent. Mayor Hartline declared the motion carried.
