City of Anna City Council met Jan. 3.

Here are the minutes provided by the council:

The Anna City Council met in regular session at Anna City Hall at 5:04 p.m. on January 3, 2023. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Commissioner Kathy Bryan, Commissioner Michael Bigler, Commissioner Martha Ann Webb and Mayor Steve Hartline. Commissioner Miller was absent.

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE THE DECEMBER 20, 2022 ANNA CITY COUNCIL REGULAR SESSION MINUTES. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Bigler, Commissioner Webb and Steve Hartline voted yea. Nay – none. Commissioner Miller was absent. Mayor Hartline declared the motion carried.

Mayor Hartline invited Marsha Griffin with the Illinois Attorney General’s Office to address the council. Ms. Griffin discussed a possible event hosted by the city to inform seniors about consumer fraud.

Mayor Hartline invited Jon Vicenzi and Scott Wilson to address the council. Mr. Vicenzi and Mr. Wilson discussed banking with AJ National Bank and Anna State Bank.

Mayor Hartline invited David Powe with the Active Transportation Alliance to address the council. David Powe and colleagues presented the council with a draft recommendation for walking and biking along the Vienna Street corridor.

City Administrator Dori Bigler gave an update on the following projects: (1) Gas Main Extension to Choate Mental Health and (2) Money Market Account Rates

A motion was made by Commissioner Webb and seconded by Mayor Hartline that it be RESOLVED TO AUTHORIZE THE FULL-TIME/PART-TIME HIRE OF MELANIE MCREYNOLDS AS CLERICAL LABORER. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Bigler, Commissioner Webb and Steve Hartline voted yea. Nay – none. Commissioner Miller was absent. Mayor Hartline declared the motion carried.

Police Chief Watkins gave a report on December statistics.

City Attorney Rhett Barke gave an update.

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO ENTER INTO CLOSED SESSION TO DISCUSS COLLECTIVE NEGOTIATING MATTERS. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Bigler, Commissioner Webb and Steve Hartline voted yea. Nay – none. Commissioner Miller was absent. Mayor Hartline declared the motion carried.

The Anna City Council returned to open session at 6:47 p.m. The roll call went as follows: Present were Commissioner Kathy Bryan, Commissioner Michael Bigler, Commissioner Martha Ann Webb and Mayor Steve Hartline. Commissioner Miller was absent.

A motion was made by Commissioner Bryan and seconded by Commissioner Webb that it be RESOLVED TO APPROVE THE CLOSED SESSION MINUTES OF JANUARY 3, 2023, AS PREVIOUSLY READ, AS THE OFFICIAL CLOSED SESSION MINUTES OF SAID MEETING. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Bigler, Commissioner Webb and Steve Hartline voted yea. Nay – none. Commissioner Miller was absent. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Bryan and seconded by Commissioner Bigler that it be RESOLVED THAT THE REGULAR SESSION OF THE ANNA CITY COUNCIL MEETING OF JANUARY 3, 2023 BE ADJOURNED AT 6:48 PM. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Bigler, Commissioner Webb and Steve Hartline voted yea. Nay – none. Commissioner Miller was absent. Mayor Hartline declared the motion carried.
