City of Vienna City Council met Dec. 21.

The City Council of the City of Vienna met in regular session, Wednesday, December 21, 2022 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT:

Richard Owen, Mayor Pro-tem

Melissa Hill, Alderman

Ron Pitts, Alderman

Angela Moore, Alderman

Austin Tuey, Alderman

There being a quorum, Mayor Owen called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Tuey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the December 7, 2022 council meeting minutes, December 7, 2022 public hearing minutes, the Warrant ($23,501.86), and the November Treasurer's Report. Alderman Hill seconded the motion. All present in favor, motion carried.

Brian Ziegler, Clarida & Ziegler was present to discuss a transfer of contract of recent agreement with council. Alderman Moore made a motion to Authorize and Approve a transfer of contract, "Redbud Lane Road Overlay and Industrial Park Entrance" from Clarida & Ziegler Engineering Co. (CZE) to Horner & Shifrin, Inc. (H&S). Alderman Hill seconded the motion. All present in favor, motion carried.

Wright noted the proposed amount on agenda item #6 included tax, correcting the proposed amount to $2,580.00. Alderman Racey made a motion to Authorize and Approve quote to purchase awnings for the city library from Parker's Canvas Product, $2,580.00 (General Funds). Alderman Tuey seconded the motion. All present in favor, motion carried.

Scott Hickam, Beussink & Hickam, P.C., was present to review the city's 2022 FY financial report with city officials.

Alderman Pitts made a motion to Authorize and Accept the 2022 FY annual financial report. Alderman Racey seconded the motion. All present in favor, motion carried.

PUBLIC COMMENT

None

ELECTED/APPOINTED OFFICIALS

Clerk Wright questioned the status of street light repair on Smart Drive. Wright informed council the IMRF audit was almost completed.

Supt Racey reported some residents experienced a drop in water pressure during the week due to a regulator station on 45 North that was adjusted. Racey also reported a water leak located at the 4-way that would soon be addressed.

Mayor Owen said that the city received an ordinance for review on regulating fiber optics from the city attorney. Brief comments were made.

Alderman Hill discussed security cameras for city hall and city park.

At 8:02 p.m., Alderman Tuey made a motion to go out of Regular Session into Closed Session for Employment/Compensation as per 5ILCS 120/0(c)(1)- Non-Union Salary Raises, and Review of Closed Session Minutes pursuant to 2.06 of the Open Meetings Act as per 5 ILCS 120/2(c)(21). Executive Minutes from: 07-06-22, 07-20-22, 08-03-22, 09-21-22..

Alderman Pitts made a motion to resume the regular council meeting at 8:39 p.m. Seconded by Alderman Racey. All in favor, motion carried.

Alderman Tuey made a motion to Authorize and Approve Non-Union wages, effective January 1, 2023. Motion seconded by Alderman Moore. All in favor, motion carried.

Alderman Pitts made a motion to Authorize and Approve content of closed session minutes from 07-06-22, 07-20-22, 08-03-22, 09-21-22 and open all minutes as confidentiality no longer exists. Alderman Racey seconded the motion. All in favor, motion carried.

As there was no further business to discuss, Alderman Racey made a motion to adjourn. Seconded by Owen. Mayor Owen adjourned the meeting at 8:40 p.m.
