City of Anna City Council met Dec. 20.

Here are the minutes provided by the council:

The Anna City Council met in regular session at Anna City Hall at 5:00 p.m. on December 20, 2022. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Commissioner Kathy Bryan, Commissioner Michael Bigler, Commissioner Martha Ann Webb and Mayor Steve Hartline. Commissioner Miller was absent.

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE THE DECEMBER 6, 2022 ANNA CITY COUNCIL REGULAR SESSION MINUTES. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Bigler, Commissioner Webb and Steve Hartline voted yea. Nay – none. Commissioner Miller was absent. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE THE DECEMBER 6, 2022 ANNA CITY COUNCIL SPECIAL SESSION MINUTES. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Bigler, Commissioner Webb and Steve Hartline voted yea. Nay – none. Commissioner Miller was absent. Mayor Hartline declared the motion carried.

Mayor Hartline invited Richard Howell with Clarida & Ziegler to address the council regarding a contract assignment consent.

Mayor Hartline invited Matt Crain with Harvest Church to address the council regarding a request to waive the building permit for Harvest Church’s addition.

City Administrator Dori Bigler gave an update on the following projects: (1) Union County Colorfest Biathlon, (2) Gas Main Extension to Choate Mental Health

A motion was made by Commissioner Webb and seconded by Commissioner Bigler that it be RESOLVED TO APPROVE THE BILLS. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Bigler, Commissioner Webb and Steve Hartline voted yea. Nay – none. Commissioner Miller was absent. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Bigler and seconded by Commissioner Bryan that it be RESOLVED TO AUTHORIZE MAYOR HARTLINE TO SIGN A CONTRACT ASSIGNMENT CONSENT FROM CLARIDA & ZIEGLER TO HORNER & SHIFRIN. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Bigler, Commissioner Webb and Steve Hartline voted yea. Nay – none. Commissioner Miller was absent. Mayor Hartline declared the motion carried.

Discussion was held regarding the OSLAD project and bid opening on December 15, 2022.

A motion was made by Commissioner Bigler and seconded by Commissioner Webb that it be RESOLVED TO APPROVE THE BID OF $950,000 FROM ALL-INCLUSIVE REC PENDING CITY ATTORNEY REVIEW. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Bigler, Commissioner Webb and Steve Hartline voted yea. Nay – none. Commissioner Miller was absent. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Bigler that it be RESOLVED TO APPROVE A $1,500 DONATION TO WREATHS ACROSS AMERICA. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Bigler, Commissioner Webb and Steve Hartline voted yea. Nay – none. Commissioner Miller was absent. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO AUTHORIZE A CAPITAL EQUIPMENT EXPENDITURE FOR THE POLICE DEPARTMENT OF $10,391.72 FOR BALLISTIC VESTS. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Bigler, Commissioner Webb and Steve Hartline voted yea. Nay – none. Commissioner Miller was absent. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE THE ZONING REQUEST FOR HARVEST CHURCH AT 602 E. DAVIE STREET. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Bigler, Commissioner Webb and Steve Hartline voted yea. Nay – none. Commissioner Miller was absent. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Bigler and seconded by Commissioner Bryan that it be RESOLVED TO WAIVE THE BUILDING PERMIT FEE FOR HARVEST CHURCH. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Bigler, Commissioner Webb and Steve Hartline voted yea. Nay – none. Commissioner Miller was absent. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO ACCEPT THE RESIGNATION OF MARY K HARRIS FROM THE POLICE PENSION BOARD. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Bigler, Commissioner Webb and Steve Hartline voted yea. Nay – none. Commissioner Miller was absent. Mayor Hartline declared the motion carried.

Fire Chief Dammerman gave a report on November call numbers. Police Chief Watkins gave a report on November statistics.

Public Works Manager Dahmer gave a report on public work projects.

A motion was made by Commissioner Bryan and seconded by Commissioner Webb that it be RESOLVED THAT THE REGULAR SESSION OF THE ANNA CITY COUNCIL MEETING OF DECEMBER 20, 2022 BE ADJOURNED AT 5:43 PM. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Bigler, Commissioner Webb and Steve Hartline voted yea. Nay – none. Commissioner Miller was absent. Mayor Hartline declared the motion carried.
