Vienna Public School District #55 Board of Education met Nov. 14.

Opening 

The regular meeting of the Vienna Public School District #55 Board of Education was called to order by Mrs. Sherie Smith, President, at 6:00 p.m. with the following members present. 

Present

G. Frehner, A. Hanks, J. Shanks, T. Henderson, C. Colson, S. Robinson 

Vienna Public School #55 Board of Education has appointed Chad Colson to fill the vacancy on the Board. The appointment will be from November 14, 2022 and will continue until the next regular school board election scheduled in 2025. Mr. Colson accepted and read the oath of office led by Sherie Smith, board president. 

Consent Agenda 

Motion by Betts seconded by Borders to approve the consent agenda as presented. Roll call. Voting yes: Borders, Trovillion, Yadloski, Hook, Smith, Betts, Colson. Voting no: none. Motion carried. 

Comments from Employees and Public 

Mrs. Toni Henderson spoke to the Board on her behalf regarding her position as a long- term substitute in the life skills classroom. 

Business of the Administration 

(A) Treasurer's Report (1) fund balances (2) FY23 FRIS report (3) education fund year- to-date activity (4) tax levy proposal (B) Administrative Reports (1) District improvement plan update including cameras installed on the buses (2) ESSER III grant proposal review (3) website rebuild update 

Closed Session 

Motion by Trovillion seconded by Betts to go in to closed session at 6:40 p.m. to discuss (1) the appointment, employment, compensation, discipline, performance, or dismissal of employees of the District or legal counsel for the District including hearing testimony on a complaint lodged against an employee of the District or against legal counsel of the District, to determine its validity. Roll call. Voting yes: Borders, Trovillion, Yadloski, Hook, Smith, Betts, Colson. Voting no: none. Motion carried. 

Motion by Betts seconded by Borders to come out of closed session and return to regular open session at 7:12 p.m. Roll call. Voting yes: Borders, Trovillion, Yadloski, Hook, Smith, Betts, Colson. Voting no: none. Motion carried. 

Let the records show the following items were discussed: (1) the appointment, employment, compensation, discipline, performance, or dismissal of employees of the District or legal counsel for the District including hearing testimony on a complaint lodged against an employee of the District or against legal counsel of the District, to determine its validity. 

Beta Club Attendance to Conventions 

Motion by Borders seconded by Betts to authorize the junior high Beta Club's attendance at the 2023 state and national conventions, respectively. Roll call. Voting yes: Borders, Trovillion, Yadloski, Hook, Smith, Betts, Colson. Voting no: none. Motion carried. 

City of Vienna Police Department MOU 

Motion by Hook seconded by Yadloski to approve the Vienna Public School District #55 and City of Vienna Police Department general law enforcement memorandum of understanding, as presented. Roll call. Voting yes: Borders, Trovillion, Yadloski, Hook, Smith, Betts, Colson. Voting no: none. Motion carried. 

Accept Construction Bids 

Motion by Hook seconded by Yadloski to accept the base bid of $484,000 and alternate bid #1 of $119,000 from A & W Plumbing and Heating, which the Board has determined to be the lowest responsive responsible bidder. Roll call. Voting yes: Borders, Trovillion, Yadloski, Hook, Smith, Betts, Colson. Voting no: none. Motion carried. 

Motion by Borders seconded by Betts to accept the base bid of 73,950 from Kehrer Brothers Roofing, which the Board has determined to be the lowest responsive responsible bidder. Roll call. Voting yes: Borders, Trovillion, Yadloski, Hook, Smith, Betts, Colson. Voting no: none. Motion carried. 

Employ Coaches 

Motion by Hook seconded by Borders to employ Chris Carrick as the head 5/6 grade boys basketball coach for the 2022-23 school year. Roll call. Voting yes: Borders, Trovillion, Yadloski, Hook, Smith, Betts, Colson. Voting no: none. Motion carried. 

Motion by Trovillion seconded by Borders to employ Bryan Smothers as the volunteer 5/6 grade boys basketball coach for the 2022-23 school year. Roll call. Voting yes: Borders, Trovillion, Yadloski, Hook, Smith, Betts, Colson. Voting no: none. Motion carried. 

Motion by Yadloski seconded by Trovillion to employ Miranda Merchant as the head 5/6 grade girls basketball coach for the 2022-23 school year. Roll call. Voting yes: Borders, Trovillion, Yadloski, Hook, Smith, Betts, Colson. Voting no: none. Motion carried. 

Motion by Borders seconded by Yadloski to employ Ashley Fox as the volunteer 5/6 grade girls basketball coach for the 2022-23 school year. Roll call. Voting yes: Borders, Trovillion, Yadloski, Hook, Smith, Betts, Colson. Voting no: none. Motion carried. 

Other 

November 15 is Illinois' School Board Members' Day. Vienna Grade School commends its board members for their dedication and service to its students, staff, and District. 

The triple I conference is this November. Four members are Dr. Frehner are registered to attend. 

The Board sponsored Christmas party is being planned for December 2.

Motion by Betts seconded by Borders to adjourn at 7:31 p.m. All voted yea. Motion carried.
