City of Vienna City Council met Nov. 16.

Here are the minutes provided by the council:

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest: 

ELECTED/APPOINTED OFFICIALS PRESENT: 

Steve Penrod, Mayor

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m. 

NEW BUSINESS 

Alderman Moore made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the November 2, 2022 council meeting minutes, the Warrant ($31,136.78), and the October Treasurer's Report. Alderman Tuey seconded the motion. All in favor, motion carried. 

Alderman Racey Authorized and Approved a Cooperative Agreement for the Services of Watson Kennels, LLC the acting Johnson County Control Warden, within the City of Vienna. Effective December 1, 2022 through November 30, 2023. Alderman Hill seconded the motion. All in favor, motion carried. 

Alderman Hill made a motion to Authorize and Approve Resolution 22-11, A Resolution to include compensation paid under an Internal Revenue Code Section 125 Plan as IMRF earnings. (IMRF Form 6.72) Alderman Owen seconded the motion. All in favor, motion carried. 

Mayor Penrod presented the tentative Tax Levy proposal with council. Penrod and Treasurer Meyers reviewed new items to be levied for including social security, tort-liability insurance (unemployment insurance), and workers comp insurance. Council had discussion and was overall in consent with proposed tax levy increases. 

Alderman Moore made a motion to Approve the 2022 proposed tax levy to be presented at an upcoming public hearing. Alderman Tuey seconded the motion. All in favor, motion carried. 

Alderman Pitts made a motion to Authorize and Approve to schedule a Truth in Taxation Public Hearing for December 7, 2022 at 6:00 p.m. at City Hall. Alderman Racey seconded the motion. All in favor, motion carried. 

PUBLIC COMMENT None 

ELECTED/APPOINTED OFFICIALS 

Wright announced the Brayden King Memorial Baseball Tournament scheduled for June 10-11, 2023 at the city ballpark. 

Supt. Racey mentioned notifying McDonalds concerning grease build up in a lift station. Racey also mentioned that the public works department needed cinders for winter. 

Alisa Sowers reported that the 50/100 mile run that took place over the weekend was successful. Alderman Owen thanked council members that assisted with directing traffic the morning of the race. Alderman Tuey also thanked the public works department for their work in prepping the park for the race. Additional comments were made on the overall event. 

Sowers announced the ribbon cutting for Kuts Salon, owned by Anita Edmonds, was scheduled for, Monday, November 21st at 4:00 p.m. at 408 Court Street. 

Alderman Pitts expressed appreciation for the city holiday meal hosted by Margaret Mathis and library staff. 

Mayor Penrod reported a follow up meeting with Vienna High School staff including Josh Stafford, Phillip Hosfeldt, and Carl Manley concerning a rural development grant. Penrod said the grant would be 75/25 if applied through the city. Penrod said discussion was had to apply for the maximum amount of available funds for two police vehicles and additional police equipment the city could utilize. Alderman Hill questioned the city's liability of school resource officers traveling to feeder schools. Council had discussion. There was a consensus of the council in favor of the grant opportunity. 

Penrod said the playground equipment, purchased by the Brayden King Memorial fund, would be installed at the ballpark in the spring by Shawnee College and John A. Logan business trades. 

Penrod said a scoreboard for the city ballpark, fully funded by Banterra Bank, would be delivered the following day. The city would cover costs of installation. 

Penrod said J.W. Reynolds would be installing a temporary office trailer while they rebuild at the same location. 

Penrod said the city attorney was reviewing paperwork submitted by IDOT for the acquisition of land on Redbud Road for the 146 East project. 

Penrod reported that he had met with Senator Fowler concerning funding options for the relocation of utilities. Penrod said due to the timing of the project bidding, there were no grants available. Penrod said he would be meeting with IDOT and Clarida and Zeigler on November 30th to discuss costs/funding for the 146 East project and also discuss utilities located underneath the proposed bike path. Racey noted that the city would begin gas line relocation when permits are received from Utility Safety and Design, Inc. 

As there was no further business to discuss, Alderman Owen made a motion to adjourn. Seconded by Alderman Tuey. Mayor Penrod adjourned the meeting at 7:52 p.m.
