City Anna City Council met Oct. 18.

The Anna City Council met in regular session at Anna City Hall at 5:00 p.m. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Bryan Miller, Commissioner Martha Ann Webb and Mayor Steve Hartline.
A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE THE OCTOBER 4, 2022 ANNA CITY COUNCIL REGULAR SESSION MINUTES. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
Harry Brockus with Union County Hospital addressed the council and informed them of the sale of UC Hospital to Deaconess. The deal will close on November 30, 2022. Mr. Brockus explained how this change will greatly improve services provided here in Anna. Mr. Brockus also informed the council that the hospital and Rural Health were working on moving the helipad. Mr. Brockus gave the council a heads up that the design includes moving it to the north side of the hospital, which would block the current alley. In the near future, they will come back and ask for the city to vacate the alley.
Discussion was held regarding the September 2022 Treasurer’s Report. Administrator Bigler reported on an issue with the revenue journal entry between the new version (web based) and the old version (desktop) posting backwards. The first report was sent out prior to catching this issue and reversing and fixing.
Commissioner Miller asked if Shane Osman could address the council. Shane Osman addressed the council and gave an update on the Kiwanis Project. Mr. Osman reported that the project has changed since he previously addressed the council and explained the new project. Mayor Hartline stated that his concern was the lack of communication, the council previously agreed to pay for tiling the field and then he heard that wasn’t happening.
City Administrator Dori Bigler gave updates on the following: (1) Administrator Bigler explained that they are having a hard time filling positions. Previously two FT/PT positions were posted but the applicants were too inexperienced so they didn’t move forward with the hires. Administrator Bigler explained that they would like to bump a FT/PT staff to FT to increase manpower. (2) The annual Veteran’s Day tree planting will be done at the business park. At this time, we will unveil the Romines Drive sign as well. Tom Caldwell has been working on this and there will possibly be a plaque donated by Phil Hileman as well. The date and time will be announced at the next meeting. (3) We are working with our engineers on a sewer infrastructure grant. Mainly to reline all of our old brick manholes to reduce the I&I (inflow & infiltration). With this grant, we need 75% of our residents to submit an income survey. (4) City Hall is having trouble with filling positions as well. The posting for the payroll clerk will be posted again. (5) Leaf & Limb pick up has tentatively been scheduled for the first week of November and the first week of December. (6) Administrator Bigler has been accepted into the Delta Leadership Institute. DLI is a program through the Delta Regional Authority that trains leaders to work collaboratively and address the most pressing issues of the Delta Region.
Resolution 2022-23 was tabled.
A motion was made by Commissioner Bryan and seconded by Commissioner Bigler that it be RESOLVED TO PAY THE BILLS. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Bryan Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
Administrator Bigler opened bids received for the demolition of 4 properties. Bids were received by Toler Farms, Plott Construction & J&S Excavating.
A motion was made by Commissioner Bigler and seconded by Commissioner Miller that it be RESOLVED TO APPROVE THE DEMOLITION BID OF $28,500 BY TOLER FARMS FOR 609 E HIGH, 202 CHESTNUT, 324 E LEWIS & 201 N GREEN. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Bryan Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE RESOLUTION 2022-27; ASSIGNMENT OF THE SUBLEASE OF UNION COUNTY HOSPITAL. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Bryan Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Miller and seconded by Commissioner Webb that it be RESOLVED TO APPROVE ORDINANCE 2022-26; AMENDING CHAPTER 24, ARTICLE VI, OF THE REVISED CODE OF ORDINANCES. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Bryan Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO AUTHORIZE A SIGN APPLICATION FOR ANNA-JONESBORO NATIONAL BANK AT 201 S. MAIN & 572 E. VIENNA. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Bryan Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
Mayor Hartline informed the council that City Attorney Foley has submitted his letter of resignation, effective December 1, 2022. The Mayor paid his compliments to Mr. Foley for his work as the City Attorney. City Attorney Foley addressed the council and thanked everyone for the many years of working together.
A motion was made by Commissioner Webb and seconded by Commissioner Bigler that it be RESOLVED THAT THE REGULAR SESSION OF THE ANNA CITY COUNCIL MEETING OF OCTOBER 18, 2022 BE ADJOURNED AT 6:06 PM. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
