City of Vienna City Council met Oct. 5.

The City Council of the City of Vienna met in regular session, Wednesday, October 5, 2022 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Owen made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the September 21, 2022 council meeting minutes and the Warrant ($35,753.83). Alderman Racey seconded the motion. All in favor, motion carried.

Brenda Kreuter and Emily Kerley were present to discuss the annual Christmas on the Square event scheduled for Friday, December 16th, with tentative hours of 4-6 p.m. Alderman Racey made a motion to Authorize and Approve a donation of $500.00 (Community Funds) for the event. Motion seconded by Alderman Hill. All in favor, motion carried. Kreuter thanked the city for their donation.

Alderman Pitts made a motion to Authorize and Approve $3,750.00 (General Funds) to Southern Illinois Epoxy, for grind and seal of city park restroom flooring. Alderman Moore seconded the motion. All in favor, motion carried.

Mayor Penrod also discussed upkeep needed to columns on the city park amphitheater with council.

Alderman Pitts made a motion to Authorize and Approve a Collective Bargaining Agreement between the City of Vienna, IL and the Laborers' International Union of North America, The Southern and Central Illinois Laborers' District Council and Laborers' Local 773 (Nov 1, 2022- Oct 31, 2025). Alderman Owen seconded the motion. The vote was as follows: Hill-yes, Moore- no, Owen-yes, Pitts-yes, Racey-yes, Tuey-no. Motion carried, 4-yes, 2-no

Alderman Moore made a motion to Authorize and Approve the City of Vienna to employ Jonathan Gearing and Jon Gulley for the position of Part Time Officers/Vienna High School Resource Officers. Alderman Racey seconded the motion. All in favor, motion carried.

PUBLIC COMMENT

Robin Harper-Whitehead thanked the city for taking over the fall festival since former host, Johnson County Elks, had disbanded. Whitehead expressed appreciation for Tina Penrod and the fall festival committee for their work coordinating the event. Whitehead mentioned possible changes to the parade route for the following year due to traffic issues. Whitehead also suggested that the city continue to hold the fall festival event without the carnival.

Emily Kerley was present and echoed Whitehead's comments on a successful fall festival without the carnival. Council and guests had discussion.

Whitehead commented on the Vienna Grade School drop off/pick up route concerning traffic congestion on Hwy 45. City officials advised contacting Vienna Grade School.

ELECTED/APPOINTED OFFICIALS

Clerk Wright said the city was awarded the Delta Regional Authority grant in the amount of $269,181.00 for the upgrade of Redbud Road. Wright said the city's application for the ITEP grant was completed and submitted by Southern Five the prior week.

Supt. Racey said he would meet the following morning with USDI concerning gas line relocation. Racey also reported that the old city hall roof was scheduled to be recoated on Friday, October 7th.

Fire Chief Williams announced Trick or Treat at the Fire Department on Halloween evening. Williams discussed the need to issue a city-wide burn ban with council due to the extreme dry conditions. Council had brief discussion. A burn ban would be announced the following day.

Alderman Moore thanked Tina Penrod, Robin Harper-Whitehead, the fall festival committee, sponsors and everyone involved that helped make this year's fall festival/parade a success. Moore

reviewed feedback and suggestions for the following year's event.

Moore also asked to have the spring Community Easter Egg Hunt placed on the next agenda.

Mayor Penrod updated council on the 146 East IDOT project. Penrod said he and Supt Racey met with city engineers to discuss a cost estimate for the relocation of water and sewer lines. Clarida & Zeigler presented an estimate over 1 million dollars. Penrod said he would be meeting with Senator Fowler to discuss possible options of funding to assist the city with costs.

Penrod said the city will be scheduling an upcoming public tax levy hearing to discuss areas the city was not currently levying for. The city auditor would also attend to discuss and answer questions. The hearing would be posted and scheduled before the regular council meeting.

Penrod discussed replacement of the exterior upstairs and downstairs carpet at the city library. Penrod had received a quote from L&P Carpet for $3,955.00. Council discussed obtaining an additional quote.

Penrod announced a Tri-State food box give away at the city park, schedule for Wednesday, October 12th at 9:00 a.m.

Penrod said he would be attending a meeting with Historical Society member, Gary Hacker and County Commissioner, Gary Brumley, to discuss the future of the county courthouse.

As there was no further business to discuss, Alderman Moore made a motion to adjourn. Seconded by Alderman Tuey. Mayor Penrod adjourned the meeting at 9:26 p.m.
