City of Vienna City Council met Sept. 7.

Here are the minutes provided by the council:

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest: 

ELECTED/APPOINTED OFFICIALS PRESENT: 

Steve Penrod, Mayor 

Melissa Hill, Alderman 

Richard Owen, Alderman 

Ron Pitts, Alderman 

Angela Moore, Alderman

Austin Tuey, Alderman 

Alan Racey, Alderman

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m. 

NEW BUSINESS 

Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the August 17, 2022 council meeting minutes and the Warrant ($31,264.31). Alderman Moore seconded the motion. All in favor, motion carried. 

Carl Manley, VHS School resource officer, was present to request permission for Vienna High School P.E. classes to set up frisbee golf along the bike/walkway trail to the city park. Manley said the equipment would be picked up at the end of each day. Council was in consent. 

Council reviewed TIF application/proposal for Jamie Kerley, 119 Harnerville Loop. Kerley explained plans of renovation the 3,200 sq. ft. building for an event center/wedding venue. Kerley requested a property tax rebate agreement with the city opposed to a one-time grant. Council discussed and reviewed projected real estate taxes. Council was in consent for a 75% property tax rebate over an eight-year period. Council would review and take action on an official agreement at the next scheduled council meeting. 

Alderman Pitts made a motion to Authorization and Approval of Ordinance 22-05, An Ordinance Amending Section 53.023 (Water Rates) of Chapter 53 (Water and Sewer) of Title 5 (Public Works) of the Vienna Code of Ordinance. Alderman Owen seconded the motion. All in favor, motion carried. 

Alderman Tuey made a motion to Authorization and Approval of Ordinance 22-06, An Ordinance Amending Section 53.022 (Sewage Rates) of Chapter 53 (Water and Sewer) of Title 5 (Public Works) of the Vienna Code of Ordinance. Alderman Hill seconded the motion. All in favor, motion carried 

Alderman Moore made a motion to Authorize and Approve the Collective Bargaining Agreement between City of Vienna Police and Teamsters, Automotive, Petroleum & Allied Trades Local Union 50, Effective August 1, 2022 until July 31, 2025. Alderman Racey seconded the motion. All in favor, motion carried. 

Alderman Racey made a motion to Authorize and Approval of Participation Agreement between Teamsters & Employers Welfare Trust of Illinois and the City of Vienna, IL for bargaining and. non-bargaining unit personnel for the duration of the union contract. Alderman Owen seconded the motion. All in favor, motion carried. 

Alderman Tuey made a motion to Authorize a "blanket approval" for TIF Funds and American Rescue Plan Funds for the relocation of water, sewer, and gas line costs for the IDOT 146 East widening project. Alderman Hill seconded the motion. All in favor motion carried. 

Penrod noted that Clarida & Zeigler would look to modify the current USDA Rural Development project for waterline replacement to possibly include the relocation costs from the IDOT 146 East project. 

PUBLIC COMMENT 

Jennifer Jacobsen commented on preparations for the upcoming Junque Jamboree event Saturday, September 17th. Jacobsen also announced the spring Junque Jamboree for April 22, 2023. 

ELECTED/APPOINTED OFFICIALS 

Clerk Wright mentioned the circulation of petitions for the 2023 Spring Election beginning September 20th for offices of Alderman Ward 1, 2, and 3. 

Supt Racey reported repairs to a regulator station on 146 East. 

The Fall Fest committee discussed updates of the event with council. Council was in consent to pay each school marching band $100.00. 

Alderman Owen and Pitts updated council they met with Charley Ferguson concerning Local Union 773 negotiations. The city would meet with Ferguson and the public work department at the next scheduled meeting. 

Alderman Owen mentioned the city looking into holding a bicycle festival saying the State of Illinois had designated Johnson County the “Bicycling Capital of Illinois". 

Mayor Penrod said library was still seeking vendors for quotes concerning the replacement of awnings. 

Penrod said Southern Five informed the city of an Illinois Transportation Enhancement Program grant opportunity through IDOT. Penrod said the grant is 80/20 but the city could qualify for additional funds through the state possibly covering 100% of the project. Additional information would be presented at the next scheduled meeting along with a resolution to commit funds for the project. 

Penrod commented on the Brayden King Memorial playground equipment, saying the city had completed the leveling of dirt work the prior week. 

As there was no further business to discuss, Alderman Pitts made a motion to adjourn. Seconded by Alderman Moore. Mayor Penrod adjourned the meeting at 7:38 p.m.
