City of Vienna City Council met Aug. 17.

The City Council of the City of Vienna met in regular session, Wednesday, August 17, 2022 at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT: Steve Penrod, Mayor Melissa Hill, Alderman Richard Owen, Alderman Angela Moore, Alderman Austin Tuey, Alderman Alan Racey, Alderman Aleatha Wright, Clerk Shane Racey, City Supt Brent Williams, Fire Chief

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Owen made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the August 3, 2022 council meeting minutes, Treasurer's Report (July) and the Warrant ($25,514.33). Alderman Tuey seconded the motion. All in favor, motion carried.

Alderman Racey made a motion to Approve the Zoning Board recommendations of approval for the following applicants from the 08-08-22 public hearing: Tom Loyd, Special Use Permit to operate a lawn and garden repair center at the location of 110 East Road, and Maribeth Harris, Special Use Permit to place a 16x20 building at the location of 410 Lewis Street for operation of a dog grooming salon. Alderman Hill seconded the motion all in favor, motion carried.

Randy Meyers was present to request the city consider extending water services to a home on Old Buncombe Road. Meyers provided an estimate for installation of a 4-inch waterline from a local contractor. Meyers stated he would finance some of the cost. Council discussed and would table the request until more information was obtained.

Mayor Penrod said per the previous audit, both water and sewer rates would need to increase as discussed at the last meeting. Penrod noted cost increase in chemicals, electric rates, and upcoming union negotiations being factors. Council discussed and were in consent to increase the flat rate for both water and sewer by $1.50 and increase the overage of the 2,000 gallon minimum by $1.00 per thousand for both water and sewer. Ordinances would be placed on the next agenda for review and passage.

Wright reviewed IDOT compliance review report #72 with council. The report covered receipts and disbursements of MFT funds from January 1, 2019 through December 31, 2021.

Mayor Penrod noted MFT oil and chip was completed.

PUBLIC COMMENT

Jennifer Jacobsen commented on her upcoming Junque Jamboree event scheduled for Saturday, September 17, 2022.

ELECTED/APPOINTED OFFICIALS

Supt Racey mentioned new watermain placement from Collins Carwash across Hwy 146 concerning the upcoming IDOT project. Racey also reported that the department would mow banks on 146 East now that the bridge work was completed.

Alderman Moore discussed fall festival parade details. Council chose Mayor Penrod, Joseph Emery and Jennifer Jacobsen as parade judges. Trophies would be presented for several different categories.

Alderman Owen discussed downtown improvement grants.

Mayor Penrod discussed the city library awnings needing replaced. A quote would be placed on the next agenda for approval.

Penrod updated council that the old Shriners building had been purchased for the purpose of an event center.

As there was no further business to discuss, Alderman Owen made a motion to adjourn. Seconded by Alderman Tuey. Mayor Penrod adjourned the meeting at 7:37 p.m.
