City of Anna City Council met Sept. 6.

The Anna City Council met in regular session at Anna City Hall at 5:01 p.m. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Bryan Miller, Commissioner Martha Ann Webb and Mayor Steve Hartline.
A motion was made by Commissioner Bryan and seconded by Commissioner Webb that it be RESOLVED TO APPROVE THE AUGUST 16, 2022 ANNA CITY COUNCIL REGULAR SESSION MINUTES. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
Hayden and Aimee Newberry addressed the council. Mr. Newberry introduced himself and explained that he is a traveling nurse and has been living in a camper the last 3 years. Mrs. Newberry explained that they are wanting to introduce themselves and briefly explain that they are wanting to open an RV park in Anna that accommodates daily, weekly and monthly visitors. Commissioner Webb asked the location. Mrs. Newberry stated that they are interested in the business park. Commissioner Bryan asked if Mr. Newberry was going to continue to travel for work, at which he stated if all goes well, he will return to his previous employment at the Union County Hospital.
Eric Lambdin with the Union County Farm Bureau addressed the council and wanted to address concerns with fire protection in the City of Anna. Mr. Lambdin explained that he is here on behalf of the UC Farm Bureau and had three recent incidents that raised concern; (1) a fire on West Spring Street in which no one from the Anna Fire Department responded, (2) Dusty Newman’s combine caught on fire, no response from Anna and Dongola had to be toned out, and (3) Mr. Moreland had some hay bails catch fire and he felt like there was a delayed response to the incident. Mr. Lambdin explained that Anna is the largest town in the area and they felt concerned about how adequate the department is for the size and development of the area. Chief Dammerman responded by saying that Mr. Lambdin was correct on 1 of the 3 concerns; West Spring Street. Dammerman stated that for the Newman combine fire, he knew there would be a delay in response, so he asked for Dongola to be toned out immediately, so he would have to disagree. Mr. Lambdin stated that he was not here to bash anyone, he just stated with the sie of Anna and the exposure we have, if the city should have something other than a volunteer department. Chief Dammerman stated that the city has mutual aid agreements and he has talked with other local chiefs, who all have the same issues. Mr. Lambdin explained further that he was only here to express concern. Mayor Hartline thanked Mr. Lambdin and stated that he understood his concerns. Mayor Hartline stated that the city was working on this issue, making sure the department has adequate equipment and are working on staff. He stated that volunteer staff is a county wide issue, not just in Anna, and stressed the importance of mutual aid agreements.
Mike Fitzgerald was not present.
City Administrator Dori Bigler gave updates on the following: (1) Administrator Bigler will get an ad in the paper for getting bids for the demolition of all city owned properties and any properties that the city has a court order for demolition. (2) The city’s current electricity contract is for 4 cents a kWh, the next agreement is for 9 cents, which is a 125% increase. (3) City Attorney Foley is still reviewing the codification project, hopefully it will be ready for adoption soon. (4) The city has been awarded another Trees Forever grant. This one is through the Illinois Buffer partnership and is for $2,000. The grant covers a pollinator patch and streamside buffer along the cache river, both in the Anna City Park. (5) Due to the condition of the bricks, the mural project will be done on metal panels and painted off site. It will be ready for reveal by Colorfest. (6) The Legislative Luncheon is Friday at Great Boars of Fire from 11:30-2:00. (7) The Anna Arts Center asked for the proclamation for Constitution Week be signed and a photo submitted.
Discussion was held regarding the unfinished business of city-wide Trick-or-Treat. Administrator Bigler reported that she spoke with Jonesboro, Cobden and Dongola, who all stated they never vary from 10/31 unless it falls on a Sunday.
A motion was made by Commissioner Bryan and seconded by Commissioner Miller that it be RESOLVED TO APPROVE TRICK-OR-TREAT HOURS FOR OCTOBER 31, 2022 FROM 6PM-8PM. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Bryan Miller,

Administrator Bigler opened bids for 109 Casey Street, 623 E High Street, 205B East Vienna. Two bids were received for 109 Casey Street and one bid each for 623 E High and 205B E Vienna.
A motion was made by Commissioner Miller and seconded by Commissioner Bryan that it be RESOLVED TO ACCEPT THE BID OF $150.00 FROM CALEB MIXEN FOR 109 CASEY STREET. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Bryan Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO ACCEPT THE BID OF $150.00 FROM CALEB MIXEN FOR 623 E HIGH STREET. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Bryan Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

Mayor Hartline declared the motion carried.
A motion was made by Commissioner Webb and seconded by Commissioner Miller that it be RESOLVED TO APPROVE ORDINANCE 2022-20; AMENDING SECTION 13.02 OF THE CITY OF ANNA ZONING ORDINANCE. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Bryan Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Bigler and seconded by Commissioner Bryan that it be RESOLVED TO ACCEPT ASHLEY GUINED’S LETTER OF RESIGNATION A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
The authorization of a full-time clerical laborer was tabled.
A motion was made by Commissioner Webb and seconded by Commissioner Biglerthat it be RESOLVED TO AUTHORIZE THE PUBLIC WORKS TO SPEND $11,367 FROM THE CAPITAL EQUIPMENT FUND. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Bryan and seconded by Commissioner Webb that it be RESOLVED TO APPROVE RESOLUTION 2022-22; A PARADE PERMIT FOR THE VETERANS DAY PARADE. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
Resolution 2022-23 was tabled.

A motion was made by Commissioner Miller and seconded by Commissioner Webb that it be RESOLVED TO APPROVE ORDINANCE 2022-21; DECLARING AND AUTHORIZING THE SALE OF SURPLUS PROPERTY. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.
Discussion was held regarding the city’s policy to charge $200 for any meter relocation. Commissioner Miller stated that he feels the fee should not be charged when it relates to a fence. PW Manager Dahmer stated that it costs the city far more than $200 to move a meter. Mayor Hartline asked for MW Manager Dahmer to gather some information on costs and numbers and report back to the council.
A motion was made by Commissioner Bigler and seconded by Commissioner Webb that it be RESOLVED TO APPROVE A ZONING PERMIT FOR THE ANNA-JO GARDEN CLUB AT THE ANNA-JO GARDEN CLUB PARK. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Webb and seconded by Commissioner Bigler that it be RESOLVED TO APPROVE A FENCING APPLICATION PENDING A GAS METER RELOCATION FOR ROBERT & AMANDA SHEPARD AT 201 MONROE STREET. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
Mayor Hartline spoke regarding forming a building committee. Administrator Bigler explained that Clarida & Ziegler put together the rough budget for the grant application that Administrator Bigler submitted for the Rebuild Illinois Downtowns & Main Street program. Once this application was approved for funding, Clarida &
Ziegler brought on an architect to help design the pavilion portion. Dodd Architects suggested that a building committee be put together to help in the design process and would include the city administrator, public works manager and a member of the council. Mayor Hartline stated that he would like to serve on this committee.
A motion was made by Commissioner Bigler and seconded by Commissioner Bryan that it be RESOLVED TO APPOINT MAYOR HARTLINE TO THE BUILDING COMMITTEE. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
Chief Watkins monthly report was tabled.
Chief Dammerman reported the fire calls for the month of August.
PW Manager Dahmer reported that the backstops at Denny Field are done and we are waiting on Matt Denny’s crew for the fencing. Dahmer reported that the park was left in pretty good condition after the Union County Fair.
Administrator Bigler reported that the IML Conference was next week and she would be out of town to attend the conference next Wednesday through the 17th.
