Community Unit School District 201 Board of Education met Sept. 27.

Here are the minutes provided by the board:

CALL TO ORDER

At 6:00 p.m. President Hoover called to order the regular meeting of the Community Unit School District 201 Board of Education.

Roll Call

Members present: Leah Conover, Kevin Marren, Laura Coyle, Jessica Radogno, Carlos Hevia, Angela Steketee, Adina Hoover

Also present: Superintendent Kevin Carey, Business Manager Anthony Ruelli, and the Superintendent's Administrative Assistant, Shannon Cossairt.

Pledge of Allegiance

Adina Hoover led the assembly in the Pledge of Allegiance.

CLOSED SESSION

Motion by Ms. Radogno, second by Mr. Marren, to enter closed session to discuss personnel issues, student discipline, collective bargaining and to review closed session minutes.

Ayes: Radogno, Hevia, Marren, Steketee, Conover, Coyle, Hoover

Nays: None.

Motion Carried.

The Board entered closed session at 6:01 p.m.

The Board returned to open session at 6:44 p.m.

APPROVAL OF MINUTES

Motion by Ms. Coyle, second by Ms. Radogno, to approve the minutes of the September 13, 2022, regular meeting of the Board of Education, as presented.

Ayes: Radogno, Hevia, Marren, Steketee, Conover, Coyle, Hoover

Nays: None.

Motion Carried.

September 13, 2022 Closed Session

Motion by Mr. Marren, second by Ms. Steketee, to approve the minutes of the closed session of the September 13, 2022, regular meeting of the Board of Education.

Ayes: Radogno, Hevia, Marren, Steketee, Conover, Coyle,

Hoover

Nays: None.

Motion Carried.

PUBLIC COMMENT

None at this time.

The next item on the agenda is the public hearing for the 2022 2023 budget. This hearing is scheduled to take place at 7:00 p.m. Since it is to early to start the hearing, the Board will move on to the consent agenda and discussion items until it is the appropriate time to start the hearing.

CONSENT AGENDA

Motion by Mr.Hevia, second by Ms. Conover, to approve the Consent Agenda as presented.

1. Personnel Recommendations 2. Approval of September 2022 Expenditure Report 3. Ratification of August 2022 Regular Payroll 4. Approval of Student Tours - WHS

Ayes: Hevia, Marren, Steketee, Conover, Coyle, Hoover, Radogno

INFORMATION/DISCUSSION

IASB Update

Patricia Sullivan-Viniard, IASB Consultant gave the Board a handout which listed the feedback from the focus groups. The IASB hosted six focus groups on behalf of the District which included 3 for family/community, two for staff, and one for the administrators. In total 85 people attended. Ms. Sullivan reviewed the answers she received from each group. The data received from the focus groups will be used during the screening process of the candidates. The application deadline is October 11, 2022. On October 25, 2022, the IASB will present the Board the candidates and review the interview process during closed session. At this time there are 55 applicants who have either started or completed the application.

At this time the Board will move into the public hearing as per the agenda.

PUBLIC HEARING ON 2022-2023 BUDGET

The President of the Board of Education calls the Public Hearing to order regarding the proposed 2022-2023 Budget at 7:06 p.m.

Anthony Ruelli, CSBO, reviewed the highlights of the budget and the changes that have been made since the presentation of the tentative budget at the July 19, 2022, regular meeting of the CUSD 201 Board. The Board asked questions regarding the deficit and how to approach it moving forward. Mr. Ruelli explained he is more conservative with the revenue numbers when preparing the budget.

The President asks if there are additional comments from the members of the Board of Education regarding the proposed 2022-2023 Budget.

There are no additional questions from the Board.

The President asks if there are any public comments concerning the proposed 2022-2023 Budget.

There are no public comments concerning the budget.

The President then declares the Public Hearing on the proposed 2022-2023 Budget closed at 7:28 p.m.

The Board will continue with the order of the agenda starting with item G-2, Presentation of Monthly Financials.

DISCUSSION ITEMS

Presentation of Monthly Financials

Anthony Ruelli, CSBO, shared that the revenues and expenditures are consistent with the prior years.

Presentation of ISBE Salary Compensation Report

Per school code the District needs to present administrator and certified staff salary and benefits at a Board meeting before posting on the website. This information is also shared with ISBE.

Presentation of IMRF Salary Compensation Report

Per school code the District needs to present all IMRF employees whose salary and benefits package exceeds $75,000 per year. The compensation report will be posted on the District website

The Board has asked for a report that shows compensation for all employees. The report will be posted on the District website.

GLC Metrics

Superintendent Carey gave the Board an update on the grade level centers and the metrics they are using at this time. His presentation covered the following information:

• Optimal Systems Include

• Programming Includes

• Sustainability

• How Will Progress be Measured?

• Performance on IAR ELA and Math

• Performance on iReady Reading and Math for grades k-5

• Fountas and Pinnell Reading Data

Board member Angela Steketee left the meeting at 7:43 p.m. Board member Angela Steketee returned the meeting at 7:47 p.m.

Strategic Plan Metrics

Dr. Nadine Norris, Director of Technology, Teaching and Learning, shared with the Board how the District is operationalizing and measuring our Portrait of a Graduate. The Portrait of a Graduate is the North Star to drive the Districts strategic plan. Her presentation included:

• Agenda – There are three pillars in the Portrait of a Graduate 

• Measuring Student Agency

• Academics

• Measuring Academics

• Higher Order Thinking Skills

• Measuring Higher Order Thinking Skills

• Questions

The Board discussed the metrics and how to show progression.

Board Member Laura Coyle exited the meeting at 8:12 p.m.

Student Recognition

A list of recognition events at the junior high and high school will be passed around to the Board members. The Board has the opportunity to sign up to be a Board representative at the different events.

ACTION ITEMS

Adoption of 2022-2023 Budget

Motion by Ms. Coyle, second by Ms. Conover, WHEREAS the Board of Education of Community Unit School District No. 201, County of DuPage, State of Illinois, caused to be prepared in tentative form a budget, and the Secretary of this Board has made the same conveniently available to public inspection for at least thirty days prior to final action thereon;

AND WHEREAS a public hearing was held as to such budget on the twenty-seventh day of September 2022, notice of said hearing was given at least thirty days prior thereto as required by law, and all other legal requirements have been complied with;

NOW, THEREFORE, Be it resolved by the Board of Education of said district as follows: Section 1: That the fiscal year of this School District be and the same hereby is fixed and declared to be beginning July 1, 2022, and ending June 30, 2023.

Section 2: That the following budget containing an estimate of amounts available in each fund, separately, and of expenditures from each be and the same is hereby adopted as the budget of this school district for the said fiscal year.

Motion by Ms. Steketee, second by Ms. Coyle, to approve the Board action on Closed session minutes as presented.

Destruction of Verbatim Closed Session Minutes

Motion by Mr. Marren, second by Ms. Conover, to approve the destruction of the verbatim closed session minutes from October 2020 through March 2021.

Ayes: Conover, Coyle, Hoover, Radogno, Hevia, Marren, Steketee

Nays: None.

Communications

The week of October 3–8, 2022 is Homecoming week at Westmont High School. All the schools will be celebrating next week with a spirit week.
