Community Unit School District 201 Board of Education met Feb. 22.

Here are the minutes provided by the board:

CALL TO ORDER

At 6:00 p.m. president Coyle called to order the regular meeting of the Community Unit School District 201 Board of Education.

Roll Call

Members present: Leah Conover, Angela Steketee, Kevin Marren, Laura Coyle, Carlos Hevia, Jessica Radogno

Adina Hoover arrived at 6:12 p.m.

Also present: Superintendent Kevin Carey, Business Manager Kimberly Anderson, and the Superintendent's Administrative Assistant Shannon Cossairt.

Pledge of Allegiance

Laura Coyle led the assembly in the Pledge of Allegiance.

CLOSED SESSION

Motion by Ms. Radogno, second by Mr. Marren, to enter closed session to discuss personnel issues.

Ayes: Hevia, Radogno, Steketee, Conover, Marren, Coyle

Nays: None.

Motion Carried.

The Board entered closed session at 6:01 p.m.

The Board returned to open session at 6:31 p.m.

APPROVAL OF MINUTES 

February 8, 2022

Motion by Ms. Hoover, second by Ms. Steketee, to approve the minutes of the February 8, 2022, regular meeting of the Board of Education, as presented.

Ayes: Conover, Steketee, Marren, Coyle, Hoover, Hevia, Radogno

Nays: None.

Motion Carried.

February 8, 2022 Closed Session

Motion by Mr. Marren, second by Ms. Conover, to approve the minutes of the closed session of the February 8, 2022, regular meeting of the Board of Education.

Ayes: Conover, Steketee, Marren, Coyle, Hoover, Hevia, Radogno

Nays: None.

Motion Carried.

February 17, 2022

Motion by Ms. Radogno, second by Mr. Marren, to approve the minutes of the closed session of the February 17, 2022, special meeting of the Board of Education.

Ayes: Conover, Steketee, Marren, Coyle, Hoover, Hevia, Radogno

Nays: None.

Motion Carried.

February 17, 2022 Closed Session

Motion by Mr. Marren, second by Ms. Steketee, to approve the minutes of the closed session of the February 17, 2022, special meeting of the Board of Education.

Ayes: Conover, Steketee, Marren, Coyle, Hoover, Hevia, Radogno

Nays: None.

Motion Carried.

PUBLIC COMMENT

Public Comment was given by Susannah Morano, Stephen Fleck, Ben Tull, and Dan Barrett.

CONSENT AGENDA

Motion by Ms. Conover, second by Ms. Hoover, to approve the Consent Agenda as presented.

1. Approval of February 2022 Expenditure Report 2. Ratification of January 2022 Regular Payroll

Ayes: Radogno, Hoover, Steketee, Conover, Marren, Coyle, Hevia

DISCUSSION AND INFORMATION 

Superintendent Search

Al Molby, Consultant, Executive Searches, with the Illinois Association of School Boards, introduced himself to the Board. Mr. Molby shared with the Board the services he and the IASB could offer regarding the upcoming Superintendent search. He gave the Board a timeline of the process and suggested starting in the fall. The IASB is a not-for-profit organization, but you can also use for-profit consulting firms for the Superintendent search. The Board discussed the process and would like to see a presentation from a for-profit company and pricing for the services.

South School Early Childhood Program

John Jonak, Interim Director of Student Services and Director of South School, shared a presentation with the Board. He reviewed the following information and how South School is, and will, continue to "Raise the Roof."

Update on the 2021-2022 School Year

Superintendent Carey presented to the Board an update on the 2021-2022 school year. He reviewed the following:

• Guiding Principles

• DuPage County

• Local Positivity Rates

New Cases per 100,000 Staff Covid-19 Data Student Attendance Data – August 16- February 18 Student Vaccination Status CDC Transmission Levels Testing Effective February 28 Phased Masking Definitions Phased Masking Metrics - Percentage of positive cases in a week Phased Masking Metrics - Applied to our Schools Phased Masking Metrics – Week ending February 18

CUSD 201 Mitigation Plan

Superintendent Carey discussed the appellate court ruling that came out late in the evening on February 17, 2022. The decision does not impact the decision the CUSD 201 has made regarding mask metrics. Local districts can decide their own mitigations.

There are some questions from the decision which impact excluding close contacts. 

The Board discussed many of the concerns they had of staff and situational masking, and the different percentages being assigned to “Phased Masking.” Some concern was raised about South School and how masking mitigations may impact them since they are too young to receive a vaccine. The Board would like to make some changes to the agreed masking mitigations from the February 17, 2022 meeting, 

President Coyle conducted a straw poll in regards to changes for the action item on the agenda tonight. The choices presented were: 

Option 1: Recommended masking across the board and the Board will revisit if cases skyrocket. 

Option 2: The proposal from the last meeting minus situational masking. Option 3: The proposal from last time, excluding situational masking, and a greater percentage for when we go back to universal masking The Board members voted for the following:

• Option 1: Radogno, Hevia, Coyle, Conover

• Option 2: Hoover, Steketee, Marren

• Option 3: None

The Board will also include in the action item to amend the "requirement” to quarantine after close contact to state "recommend” to quarantine after close contact.

2022-2023 School Year

Superintendent Carey gave an overview of some changes for the 2022-2023 school year. He discussed the following topics:

• The WHY? 

• Optimal Systems Included 

• Programming Includes 

• Sustainability 

• How will progress be measured? 

• Performance on IAR 

• Performance on iReady Reading 

• Performance on iReady Math

The board discussed the information presented.

Presentation of Monthly Financial Statements

Kim Anderson, Business Manager gave the Board an updated on the monthly financials foe the months of December and January. She reviewed the revenues and expenditures for the Education and Tort Funds, Operations and maintenance / Life Safety Funds, and the Transportation Funds. The Board inquired about the revenue from the current lunch program.

IASB Webinar - Preparing for Negotiations.

Leah Conover recently attended a webinar through IASB about Preparing for Negotiations. She shared with the Board some tips she received, especially since we do have a contract coming up for renewal. Ms. Conover would like to discuss this further at a future meeting.

ACTION ITEM: Approval of Updated CUSD 201 Mitigation Plan

Motion by Ms. Radogno, second by Mr. Hevia, to approve the updated COVID-19 Mitigation Plan as discussed at the Board table tonight and to authorize the Superintendent to make the recommended updates to the mitigation plan.

Ayes: Conover, Coyle, Hevia, Radogno

Nays: Hoover, Steketee, Marren

SUPERINTENDENT'S REPORT Communications

Superintendent Carey shared with the Board a reminder kindergarten registration will be March 23-25, April 4-8, and April 11-14. A notarized copy of a birth certificate is required.

The District was notified today that Jack Baldermann, Westmont High School, Principal, has been selected as a finalist for the Golden Apple Award for Excellence in Leadership. Mr. Baldermann is one of six finalists nominated in Illinois.

Angela Steketee wanted to thank the community for all the wonderful donations sent over to South School. The elementary schools did a “Warm your Hearts" for the staff at Miller and Manning
