City of Metropolis City Council met Sept. 27.

Here are the minutes provided by the council:

The regular meeting of the City Council, City of Metropolis, Illinois was held  at 7:00 p.m., in Council Chambers of City Hall  at 106 West 5th Street, Metropolis, Illinois. Upon roll call the following Council  members were present: Alderwoman Michele Longworth, Alderman Al Wagner,  Chuck Short, Brian Anderson, Jeremy Holley, Chad Lewis, Dylan Chambers, Mayor  Don Canada, City Clerk Jan Adams, Corporate Counsel Rick Abell, and concerned  citizens of Metropolis. Alderman Daryl Neill was absent.

Moved by Alderwoman Michele Longworth and second by Alderman Dylan  Chambers to approve the minutes of the previous meeting held on 9-13-2021 as  presented;

MAYORS REPORT:

With the retirement of Stoney Barrett on October 8th, we are changing the  way we manage our departments. The plan is to have one person over Public  Works, Water Treatment Plant and Waste Wate Treatment Plant with lead people  underneath. We are going to see a considerable cost savings after implementing the plan.

Moved by Alderman Chuck Short and second by Alderman Chad Lewis to Adopt a motion authorizing the mayor to make a conditional offer of employment  in the Public Works Department;

Moved by Alderman Dylan Chambers and second by Alderman Chuck Short  to Adopt an Ordinance Amending Chapter 32, Departments, Boards and  Commissions, Sections 32.057 Employment, 32.058 Wages, 32.071 Wages, 32.092  Wages, 32.107 Wages, 32.122 Wages, 32.137 Wages of the Code of Metropolis;  2021-21

DEPARTMENT HEADS:  

Captain Tolbert requested the following motion. This program is compared  to the LESO program used by the Police department only related to firefighting  equipment. This equipment is surplus federal equipment that the fire service has  access to.

He shared we have made a purchase order for the new firetruck and in the  process of finalizing the specifications. We will go to Louisianna at the end of the  month for a pre-condition meeting to go over the final details.  

We are beginning to generate revenue after passing the ordinance allowing  us to bill insurance companies for the cleanup costs on accidents. The accidents  are primarily on the interstate and only bill non-residents for our services.  

Moved by Alderman Jermey Holley and second by Alderman Dylan  Chambers to accept entering into an Agreement with IDNR Division of Forest  Resources Department of Defense- Firefighter Property Cooperative Agreement;  MOTION CARRIED:

OLD BUSINESS:

The mayor asked for a motion to ratify the bid from ET Simonds for the  MFT resurfacing project discussed and approved at the beginning of the year.

Moved by Alderman Chuck Short and second by Alderman Al Wagner to  approve the Motor Fuel Tax bid for the project on Filmore Street and the 3rd Street project in the amount of $235,883;

FINANCIAL REPORT:

Moved by Alderman Jermey Holley and second by Alderman Chad Lewis to  approve the Finance Report be received and approved and that the orders be  drawn on the Treasurer for the different amounts mentioned therein and that the  Mayor and the City Clerk be authorized to make necessary arrangements for  payment of current Salaries, Payroll and Contract bills;
