City of Anna City Council met Nov. 16.

Here are the minutes provided by the council:

The Anna City Council met in regular session at Anna City Hall at 5:00 p.m. The meeting was called to order by Acting Mayor Michael Bigler. The roll call went as follows: Present were Commissioner Kathy Bryan, Commissioner Bryan Miller, and Commissioner Martha Ann Webb. Mayor Steve Hartline was absent.

The November 2nd, 2021 Anna City Council Regular Session Minutes were tabled.

Andi Laster addressed the council regarding a General Retail Liquor License Application that she is making to the City of Anna. Ms. Laster explained that she is wanting to start a gaming business called Moon Mullins, after the comic strip created by an Anna native. She explained that in order to open a gaming business she needs an Illinois liquor license first. Ms. Laster explained that they will only be serving beer and wine. Acting Mayor Bigler inquired if she had a location. Ms. Laster explained that she has rented a suite next to the Anna Baking Company. Acting Mayor Bigler explained that Mayor Hartline is the liquor commissioner and no action would be taken without him present. He thanked Ms. Laster for coming.

City Administrator Dori Bigler submitted project updates to the council. (1) 204B East Vienna has been demolished. Ms. Bigler asked the council if they would like her to start the process to surplus the property. Acting Mayor Bigler said he would still be interested in looking at the properties we own to determine if/where to do mini parks throughout town. Ms. Bigler said she will submit a list of vacant lots owned by the city before moving forward with the surplus. (2) Administrator Bigler reported that previously the APP program was declared unconstitutional and final grant reports were submitted. It looks like the city might be able to draw down the remainder of the round 4 grant for the demolition of 204B and Mş. Bigler submitted revised reports to the agency for review. (3) Steve Kelly is retiring at 12/31 and he currently serves are the Service Person. We have internally posted for this position and it will be on the next agenda. (4) It was previously discussed that the city's ordinance allows for only 10 mobile food permits and City Administrator Bigler was to report if we were at the max. Ms. Bigler reported that there is one mobile food permit remaining. Some discussion was held regarding the ordinance and it was determined to have a discussion regarding the details of the ordinance, such as proration and number of permits, at the next meeting. (5) The 2nd Gumdrop Drive is well underway with all trees being sponsored and only 4 light poles remaining. Through the sponsorships, the city has raised $2,725 for the Union County Pay it Forward Program. Ms. Bigler also reported that the Jonesboro Dollar General sponsored a tree this year and inquired about the Pay it Forward Program. The Jonesboro Dollar General does a toy drive every year and they want to give the toys donated to this program. Ms. Bigler put them in touch with the program coordinator, Linda Jackson. (6) City Administrator Bigler asked the council if the Christmas Parade was going to remain the same as the previous years, which includes only the Anna Fire Department and volunteers to help with the gifts. Commissioner Miller stated that yes, that is correct, it is simple so it doesn't take away from small downtown businesses. The Christian motorcycle group will also be singing Christmas carols.

City Administrator Bigler explained that there will be a modification to the accounts payable listing sent out last Friday. The amount for John Foley will be decreased by $1,000.86. A motion was made by Commissioner Miller and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE THE BILLS WITH THE CORRECTION. A vote was taken upon the motion with the following results. Acting Mayor Bigler, Commissioner Bryan, Commissioner Miller and Commissioner Webb voted yea. Nay - none. Mayor Hartline was absent. Acting Mayor Bigler declared the motion carried.

Richard Howell with Clarida & Ziegler addressed the council regarding the final pay estimate for the Route 146 Storm Sewer Replacement Project. Mr. Howell explained that part of the funds will be coming from MFT, $24,960.00 of the project. The remainder is $171,665.26, which is around $1,000 higher than previously reported. Mr. Howell asked the council if they've received any flooding complaints since the project was completed. Mr. Howell reported that he stopped in and spoke with Brad at Brad's Collision, who was very pleased with the fix and hasn't seen any flooding issues since.

A motion was made by Commissioner Bryan and seconded by Commissioner Webb that it be RESOLVED TO APPROVE THE FINAL PAY ESTIMATE TO ET SIMONDS FOR $171,665.26. A vote was taken upon the motion with the following results. Acting Mayor Bigler, Commissioner Bryan, Commissioner Miller and Commissioner Webb voted yea. Nay - none. Mayor Hartline was absent. Acting Mayor Bigler declared the motion carried.

City Administrator Bigler reported that the tax levy has remained unchanged for the 3rd year in a row now, which directly helps all of the residents of Anna through their property taxes.

A motion was made by Kathy Bryan and seconded by Commissioner Bigler that it be RESOLVED TO APPROVE ORDINANCE 2021-27; ADOPTING AND APPROVING THE CITY'S TAX LEVY FOR MAY 1, 2021 – APRIL 30, 2022. A vote was taken upon the motion with the following results. Acting Mayor Bigler, Commissioner Bryan, Commissioner Miller and Commissioner Webb voted yea. Nay – none. Mayor Hartline was absent. Acting Mayor Bigler declared the motion carried.

City Administrator Bigler reported that the intergovernmental agreement with the AJ Water Commissioner was discussed at the October 5th meeting, in which Commissioner Webb recommended that a motion be made to enter into this agreement.

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO ADOPT RESOLUTION 2021-42; INTERGOVERNMENTAL AGREEMENT WITH AJ WATER COMMISSION. A vote was taken upon the motion with the following results. Acting Mayor Bigler, Commissioner Bryan, Commissioner Miller and Commissioner Webb voted yea. Nay - none. Mayor Hartline was absent. Acting Mayor Bigler declared the motion carried.

Steve Bundy was present if there were any questions regarding the zoning permit for Wellness Group Pharms. Administrator Bigler pointed out that the application was complete with the exception of the fee, which will be submitted after quotes are obtained for construction.

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE A ZONING PERMIT FOR WELLNESS GROUP PHARMS AT 690 LICK CREEK ROAD. A vote was taken upon the motion with the following results. Acting Mayor Bigler, Commissioner Bryan, Commissioner Miller and Commissioner Webb voted yea. Nay- none. Mayor Hartline was absent. Acting Mayor Bigler declared the motion carried.

A motion was made by Commissioner Bryan and seconded by Commissioner Miller that it be RESOLVED TO APPROVE A FENCING APPLICATION AT 513 E VIENNA STREET FOR AMEREN. A vote was taken upon the motion with the following results. Acting Mayor Bigler, Commissioner Bryan, Commissioner Miller and Commissioner Webb voted yea. Nay - none. Mayor Hartline was absent. Acting Mayor Bigler declared the motion carried.

Public Works Manager Gary Dahmer reported that leave and limb pick up is going well. There were 65 addresses on the November pickup list. The 2nd round is scheduled for December. Commissioner Bryan asked if people are putting a lot of trash in the leaves. Dahmer reported that trash is an isolated issue and they will not pick it up if it is trash mixed with leaves. He reported that they also cannot pick up leaves if they are bagged.

A motion was made by Commissioner Bryan and seconded by Commissioner Webb that it be RESOLVED THAT THE REGULAR SESSION OF THE ANNA CITY COUNCIL MEETING OF NOVEMBER 16TH, 2021 BE ADJOURNED AT 5:27 P.M. Avote was taken upon the motion with the following results. Acting Mayor Bigler, Commissioner Bryan, Commissioner Miller and Commissioner Webb voted yea. Nay- none. Mayor Hartline was absent. Acting Mayor Bigler declared the motion carried.
