City of Vienna City Council met Sept. 1.

Here are the minutes provided by the council:

The City Council of the City of Vienna met in regular session at the Vienna City Library with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT: Steve Penrod, Mayor Melissa Hill, Alderman Richard Owen, Alderman Austin Tuey, Alderman Alan Racey, Alderman Ron Pitts, Alderman Jim Miller, Police Chief Shane Racey, Superintendent Aleatha Wright, City Clerk

ELECTED/APPOINTED OFFICIALS ABSENT: Michelle Meyers, Treasurer Angela Moore, Alderman Brent Williams, Fire Chief

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Racey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the August 18, 2021 council meeting minutes and the Warrant ($23,021.09). Alderman Tuey seconded the motion. All in favor motion carried.

Mayor and council discussed with guest, Kathy Poole, of her plans to install playground equipment at the city ballpark per the Brayden King Memorial Tournament funds. Location size and estimates were discussed for playground surfacing options. Council also discussed donation amounts.

Alderman Pitts made a motion to Authorize and Approve a donation of $1,500.00 to the Brayden King Memorial Fund playground project at the city ballpark as well as furnishing the labor for leveling grounds. Alderman Hill seconded the motion. All in favor, motion carried.

Mayor Penrod informed council per the Illinois Department of Natural Resources inspection of the amphitheater/restroom grant project, the city would need to install an additional sign and pour a sidewalk between the handicapped ramp and road to receive its final reimbursement.

Alderman Hill made a motion to Authorize and Approve General Funds in the amount of $1,500.00 for the sidewalk addition. Alderman Pitts seconded the motion. The vote was as follows: Hill-yes, Moore-absent, Owen-yes, Pitts-yes, Racey-yes, Tuey-no. Motion carried.

Alisa Sowers and Phil Morris both commented on the upcoming 50/100 mile run. Sowers said the run was at full capacity with an estimated 900 runners unless changes would be made due to Covid. Morris said per the race director, more oranges and water would be needed this year.

Alderman Racey made a motion to Authorize and Approval for the city to purchase fruit/water for the 50/100 mile run to take place November 13, 2021 in the amount of $700.00(Tourism Funds). Alderman Owen seconded the motion. All in favor, motion carried.

Mayor Penrod opened sealed bids for a skid steer. The bids were as follows:

Bobcat of Marion- Bobcat Compact Track Loader base cab model (with trade in)-$50,581.95, or Bobcat Compact Track Loader, loaded cab option (with trade in)-$53,562.51 McKeel Equipment- Case TV370B Compact track Loader (with trade in)- $73,900.00

S&N Partners/John Deere-325 Compact Track Loader (with trade in)- $69,800.00, or 325G Compact Track Loader, loaded cab option (with trade in)- $72,300.00, Diamond Equipment- Takeuchi TL 10V-2 Rubber Track Skidsteer all STD features (with trade in)- $87,282.32 Fabick Cat- Cat 259D3(with trade in)- $62,776.78, or Cat 25D3 loaded cab option (with trade in) $74,587.05 Hutson/John Deere-3256 Compact Track Loader (with trade in)- $66,150.00.

Mayor Penrod selected Alderman Owen and Racey to meet with Supt. Racey to furthe bids due to multiple options of models/trade-ins. The council would select a bid at the next scheduled meeting, September 15th.

PUBLIC COMMENT

Jennifer Jacobsen requested several needs from the city for the upcoming Junque Jamboree event to take place Saturday, September 18th.

Joseph Emery thanked city council for their support at the Art Gallery grand opening that took place Saturday, August 28th.

ELECTED/APPOINTED OFFICIALS

Wright informed council per the city treasurer that the city received over $9,000.00 in past due fire call invoices in the month of August. Wright credited administrative assistant, Harris, for her work on reviewing several years of past fire calls.

Alisa Sowers, Depot mentioned the sign that says "do not climb” near the big bike at the park was covered by bushes and not visible. Racey said he would relocate the sign. Sowers also discussed the mask mandate for tourists entering the Depot.

Supt Racey said the concrete would be poured for the Jon Simmons memorial project site on Friday. Racey also mentioned contacting property owner for compensation of crop loss due to gas line work recently performed for hwy146 bridge project. Council briefly discussed.

Alderman Racey thanked Supt Racey for removal of bushes and landscaping at the Powell house.

Alderman Hill mentioned several yards that were unkempt and needed to be addressed. Council briefly discussed having the city attorney review the city's nuisance ordinances.

Mayor Penrod discussed needed roof repair on the old city hall building on Locust Street that the city currently uses for storage of city equipment. Penrod said he had obtained an estimate of $8,5000.00 from Trico Roofing. Alderman Owen questioned the structural condition of the building. No action taken at this time.

Penrod mentioned contacting Revolutionary Recycling as the city park recycling services with Shawnee Correctional Center had ceased due to covid. Due to the quote received of $224.00 per load, it was decided for the city to wait and see if Shawnee Correctional Center would resume recycling services. Penrod also announced the fall city wide clean up to take place Monday, October 18th. The city would allow residents to schedule electronic waste to be picked up.

Penrod announced a food drive hosted by Tri-State Foods to take place at the city park Thursday, November 4th from 10:00 a.m. to 12:00. One hundred fifty boxes of food would be given out including milk and produce.

As there was no further business to discuss Alderman Pitts made a motion to adjourn the meeting. Alderman Tuey seconded the motion. Motion carried.

Mayor Penrod declared the meeting adjourned at 7:35 p.m.
