City of Vienna City Council Met June 2.

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest:
ELECTED/APPOINTED OFFICIALS PRESENT: Steve Penrod, Mayor Richard Owen, Alderman Alan Racey, Alderman Austin Tuey, Alderman Angela Moore, Alderman Ron Pitts, Alderman Shane Racey, Superintendent Brent Williams, Fire Chief Jim Miller, Police Chief Aleatha Wright, City Clerk

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.
NEW BUSINESS
Alderman Moore made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the May 19, 2021 council meeting minutes and the Warrant ($59,858.23). Alderman Tuey seconded the motion. All in favor motion carried.
Alderman Pitts made a motion to Authorize and Approve Ordinance 21-02, An Ordinance to Approve the withdrawal of the City of Creal Springs, Williamson County, Illinois and the Village of Tamms, Alexander County, Illinois as members of the Interstate Municipal Gas Agency and to Authorize execution of a supplement to the agency agreement establishing the interstate municipal gas agency. Alderman Owen seconded the motion. All in favor, Motion carried.
Mayor Penrod reviewed TIF application and recommendation with council for C&K Equipment & Auto Sales which included plans of construction of an industrial building North of 146. Based on project cost, a request of $25,000.00 for site prep/demolition was recommended by Moran Economic Development. Council had discussion. A majority of the council was agreeable to TIF Funds in the amount of $25,000.00. An official agreement would be placed on the next agenda for action,
Supt. Racey voiced the need for two radios for employees to communicate while operating a boring machine concerning safety precautions. Alderman Racey made a motion to Authorize and Api the purchase of two-way radios, dual muff headset and speaker mic for public works department, Novacom- $949.96. Alderman Tuey seconded the motion. All in favor motion carried.

ELECTED/APPOINTED OFFICIALS
Mayor Penrod discussed the overabundance of trash in the city park. Penrod said Arrowleaf was currently picking up trash for the city one day per week. It was discussed to have trash picked up a few additional days per week as well as bathroom cleanup when the new facility opens. Penrod noted he contacted Bulldog trash service and they agreed to pick up park dumpsters an additional day at no cost to the city. Supt Racey added that personal dumping was taking place in the park, suggesting a fence around the dumpsters with a gate/lock.
Penrod said Clarida & Ziegler submitted a letter of support to city attorney Presser concerning installation of North 6th Street stop signs.
Penrod also updated council of meeting with Treasurer Meyer and CPA, Jack Hendrix to discuss/review the upcoming annual Levy and Appropriation Ordinances for the 2021 fiscal year.
Wright mentioned issuing liquor license renewal letters for the 2021-2022 year.
Alderman Moore updated council that she and Alderman Hill were working together on proposed rental fees for the new amphitheater. Moore said calls were made to local communities with amphitheaters to gather information on how they operate. Moore made a suggestion of a $50.00 rental fee up to four hours. In addition, a refundable deposit fee of $50.00 for cleanup was discussed. Wright noted the council may want to increase the pavilion rental fees at this time as well, which are currently set at $20.00. Council continued discussion on the amphitheater fees. No action taken.
Moore also mentioned trenches on the girls' softball field with concern of injury. Penrod said the trenches were for drainage and that Max Hook would be filling them in with dirt within the week.
Alderman Owen reminded council of the Amphitheater dedication to take place Saturday, June 5 from noon -2:00 p.m. at the city park including entertainment and refreshments. Owen noted that Supt. Racey would be assisting with set up and thanked Joseph Emery for loaning the city an easel for the event.
Alderman Pitts mentioned concern of the intersection of North 5th Street and highway 146. Pitts said vehicles parking on 146 were obstructing the view, making it difficult to pull out onto the highway. Council had discussion and decided to contact the Il. Department of Transportation.
As there was no further business to discuss Alderman Owen made a motion to adjourn the meeting. Alderman Pitts seconded the motion. Motion carried.
Mayor Penrod declared the meeting adjourned at 7:05 p.m.
