City of Anna City Council Met May 18.

Here is the minutes provided by the council:

The Anna City Council met in special session at Anna City Hall at 5:02 p.m. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Bryan Miller, Commissioner Martha Ann Webb and Mayor Steve Hartline. None were absent.

A motion was made by Commissioner Bryan and seconded by Commissioner Bigler that it be RESOLVED TO APPROVE THE MAY 4, 2021 ANNA CITY COUNCIL REGULAR SESSION MINUTES AS THE OFFICIAL MINUTES OF SAID MEETING. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

City Administrator Dori Bigler submitted project updates to the council. (1) At the next meeting there will be a public hearing for the 5th and final Downstate Small Business Stabilization Grant Close out. (2) the Rt. 146 Grant was approved by the State Historical Preservation Office and the bid opening is June 1, 2021 at 10 am. The bid will be awarded at the council meeting that night. (3) Our engineers are still working on the IDOT paperwork for the MFT projects. They will go out for bid in the next few days. (4) the city will be hosting the Southern Illinois Water Operator Association in June at the city park. (5) APP round four grant has been extended until February 22, 2022 (6) the Tree City USA committee is planning on planting trees three times a year: on Arbor Day, a dedication to the senior class and Veterans Day. They are also looking at creating a tab on the city website that will link to a QR Code. This will be part of our tree identification course. They also plan on writing a quarterly article for the newspaper. (7) COVID Update: May 14th we moved to the bridge phase and if no metric changes significantly we could move to Phase 5 as early as June 11th (8) Southern Seven will be doing a drive thru COVID vaccination clinic at the E. Davie parking lot on May 24, 2021.

Mayor Hartline congratulated Gas & Water Foreman Mike Stegle on his retirement. He also spoke on Mike’s attitude and character.

Discussion was held regarding a Request to Waive the Lien for the property at 201 George Street. Commissioner Bigler stated he has looked at the house and improvements have been made. Police Chief Bryan Watkins stated he has not inspected the home. City Administrator Dori Bigler gave an overview of the proposed work that was done to the house. Commissioner Bigler stated the purchaser did not incur the fees that he has asked be waived. City Administrator Bigler reminded the council that the property at 203 N. Green is still vacant since the lien wasn’t waived. Commissioner Miller stated he doesn’t feel the council should waive the lien since the city has put all the work into it. Commissioner Bryan stated we are working to eliminate these fees. City Attorney John Foley suggested reconciling the mowing fines with the Uniform Schedule of Fines. He also clarified that this is no longer a lien, it is a bill owed on the property since the property was foreclosed upon. Mayor Hartline questioned Commissioner Miller’s recommendation. Commissioner Miller stated we should charge at least half of the bill.

A motion was made by Commissioner Webb and seconded by Commissioner Bigler that it be RESOLVED TO APPROVE A REQUEST OF WAIVE THE LIEN FEES IN THE AMOUNT OF $6635.00 FOR THE PROPERTY AT 201 GEORGE. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Webb and Mayor Hartline voted yea. Commissioner Miller voted nay. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE TO PAY ALL APPROVED BILLS. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

Discussion was held regarding Ordinance 2020-18; Requiring Mobile Prepared Food Vendors within City of Anna to obtain Local License. City Administrator Dori Bigler spoke on how the city is encouraging festivals and the cost of obtain a permit and the limit on the number of licenses. She stated the ordinance doesn’t have provisions for prorating, but it has been done in the past. City Administrator Bigler stated that a review to change the fees to a daily, monthly, quarterly and yearly needs to be done. Mayor Hartline stated that it might need to include special events. Mayor Hartline questioned the events for the 4th of July. Commissioner Bigler inquired about the contract with Steve Hornbeak. City Administrator Bigler stated she would get a draft ready for the next meeting.

The authorization to approve the Pay Estimate #3 for the Sewer Main Extension was tabled.

A motion was made by Commissioner Bigler and seconded by Mayor Hartline that it be RESOLVED TO APPROVE ORDINANCE 2021-07; CONCERNING LIQUOR CONTROL REGULATIONS. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Miller, Commissioner

Webb and Mayor Hartline voted yea. Nay – none. Commissioner Bryan abstained. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Miller and seconded by Commissioner Webb that it be RESOLVED TO APPROVE A SPECIAL EVENT LIQUOR LICENSE FOR ANNA-JONESBORO ELKS LODGE ON JUNE 19, 2021. A vote was taken upon the motion with the following results. Commissioner Bigler,

Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Commissioner Bryan abstained. Mayor Hartline declared the motion carried.

Discussion was held regarding the City of Anna Facebook Page. Commissioner Bryan suggested that guidelines be created for the posts that are placed on the city’s page. City Administrator Bigler stated that Tracee is the administrator of the city page and any recommendations or requests should be made to her. Mayor Hartline appointed Commissioner Bryan and Commissioner Webb to meet with City Administrator Bigler and Tracee Foley to create some guidelines.

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE A PARKING LOT USE APPLICATION FOR SHAWNEE HILL ART COUNCIL PAINT THE TOWN ON JUNE 19, 2021. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Bigler and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE A PARK USE APPLICATION FOR BLUE DOLPHIN SWIN TEAM JUNE 1 – JULY 30, 2021 PENDING INSURANCE. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Bryan and seconded by Commissioner Webb that it be RESOLVED TO APPROVE A PARK USE APPLICATION FOR FAMILY LIFE CHURCH JUNE 4, 2021 WITH A RAIN DATE OF JUNE 7, 2021. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Bigler and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE A PARK USE APPLICATION FOR ANNA JR. HIGH SCHOOL MAY 25 -27, 2021 WITH A RAIN DATE OF MAY 28, 2021. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE A PARK USE APPLICATION FOR PUMPKIN TOWN OCTOBER 17-31, 2021. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE A PARK USE APPLICATION FOR ANNABELLE FESTIVAL JUNE 11 & 12, 2021. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE A STREET CLOSURE USE APPLICATION FOR ANNA JR. HIGH SCHOOL MAY 28, 2021. A vote was taken upon the motion with the following results. Commissioner Bigler,

Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

The request to Amend the previously approved Park Usage application for the Anna Jr. Graduation was withdrawn.

Commissioner Miller stated that Chris Plott contacted him about the owners of Coles Market asking him to tear down the building. He also stated that he has been approached about buying the property at 413 W. High Street. City Administrator Bigler stated she could have an ordinance ready for the next council meeting. She questioned if the council would like to put bids out for other property owned by the city. Mayor Hartline questioned the property at 502 S. Main Street owned by Greg & Rhonda Dillow.

Commissioner Webb stated the Garden Club will be hosting an event on May 20, 2021 at Hindman Park for the Linda Clutts Memorial.

A motion was made by Mayor Hartline and seconded by Commissioner Bigler that it be RESOLVED TO ENTER CLOSED SESSION TO DISCUSS PERSONNEL & PENDING LITIGATION. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO EXIT CLOSED SESSION. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Bigler and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE THE CLOSED SESSION MINUTES OF MAY 18, 2021 AS PREVIOUSLY READ AS THE OFFICIAL CLOSED SESSION MINUTES OF SAID MEETING. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay –

none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Bigler that it be RESOLVED TO APPROVE RESOLUTION 2021-15; AUTHORIZING & APPROVING AN AGREEMENT TO EMPLOY DANYELLE DODD AS THE ANNA CITY TREASURER/DEPUTY CITY CLERK. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Webb and Mayor Hartline voted yea. Commissioner Bryan and Commissioner Miller voted nay. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE RESOLUTION 2021-16; PART TIME SALARIES. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Webb and Mayor Hartline voted yea. Commissioner Miller voted nay. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Bigler that it be RESOLVED TO APPROVE TO AUTHORIZE THE EMPLOYEMENT OF ASHLEY GUINED AS FULL-TIME CLERICAL LABORER EFFECTIVE MAY 23, 2021. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Webb and Mayor Hartline voted yea. Commissioner Miller voted nay. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Bryan and seconded by Commissioner Webb that it be RESOLVED THAT THE REGULAR SESSION OF THE ANNA CITY COUNCIL MEETING OF MAY 18, 2021 BE ADJOURNED AT 7:38 P.M. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline. voted yea. Nay – none. Mayor Hartline declared the motion carried.
