City of Vienna City Council Met April 21.

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT: Richard Owen, Mayor Steve Penrod, Alderman Alan Racey, Alderman Austin Tuey, Alderman Melissa Hill, Alderman Shane Racey, Superintendent Brent Williams, Fire Chief Aleatha Wright, City Clerk

ELECTED/APPOINTED OFFICIALS ABSENT: Jim Evans, Alderman Jim Miller, Police Chief Michelle Meyers, Treasurer

There being a quorum, Mayor Owen called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the April 7, 2021 council meeting minutes, the Warrant ($37,626.07) and the Treasurer's Report (March). Alderman Racey seconded the motion. All in favor motion carried.

Mayor Owen opened sealed bids for the Carnegie Library Roof Replacement Project. The bids were as follows: Martin Roofing-$11,827.00, Trico Roofing-$10,200.00, Lakeside Roofing $9,443.00, Clover Roofing-$11,510.00, Vaughn Roofing-$25,898.00. Council was in agreement to table selecting a bid until the May 5th meeting to obtain more information on each company.

Supt Racey briefly reviewed the 2021 MFT maintenance estimate with council in the amount of $86,043.40.

Alderman Racey made a motion to Authorize and Approve the City of Vienna to accept Clarida & Ziegler as consulting engineer for the 2021 calendar year to perform MFT. Alderman Hill seconded the motion. All in favor, motion carried,.

Alderman Penrod made a motion to Authorize and Approve Resolution 21-01, A Resolution for Maintenance of Street and Highways by the Municipality under the Highway Code for $90,000.00 of MFT Funds. Alderman Hill seconded the motion. All in favor, motion carried.

Alderman Tuey made a motion to Authorize and Approve Resolution 21-02, A Resolution Authorizing an Agreement with Montey Kerley d/b/a KF Meats, LLC for Redevelopment of Property Utilizing Tax Increment Financing, located at 200 Industrial Drive. The motion was seconded by Alderman Racey. All in favor, motion carried.

Alderman Racey made a motion to Authorize and Approve a TIF Redevelopment Agreement for Existing Building Renovation between the City of Vienna and KF Meats, LLC, 200 Industrial Drive. Alderman Tuey seconded the motion. All in favor, motion carried.

Alderman Hill made a motion to Authorize and Approve General Funds up to $3,750.00 for the purchase of SCBA equipment for the Fire Dept. Alderman Penrod seconded the motion. Hill-yes, Penrod-yes, Owen-yes, Racey-yes, Tuey-abstain, Evans-absent. Motion carried.

Wright presented a resolution report from Chief Miller in support of the installation of stop signs on North 6th Street due to speeding traffic. Council had brief discussion and were in consent for attorney Presser to prepare the necessary paperwork for future approval.

Alderman Racey made a motion to Authorize and Approve the City of Vienna to employ Jared Gurley for part time ball park maintenance at minimum wage. Alderman Hill seconded the motion. All in favor motion carried.

PUBLIC COMMENT

Jennifer Jacobsen was present to thank the city for support of the recent Junque Jamboree. Jacobsen requested feedback and discussed ideas for future events. The fall Junque Jamboree is scheduled for September 18, 2021.

ELECTED/APPOINTED OFFICIALS

Mayor Owen said he had attended the ribbon cutting ceremony at Shawnee Worship Center that afternoon for their new food pantry, "The Table”. Owen also discussed the status of the Amphitheater project as the grand opening ceremony/dedication was scheduled for June 5th with

Dale Fowler attending. Council discussed options on getting dirt and Supt Racey updated council on the water lines to the new facilities. Also mentioned was the need of a resolution /ordinance passed for amphitheater rental fees

Owen informed council of meeting with the Il. Dept. of Transportation concerning a construction project on Rt 146 East. In attendance were Alderman Penrod, Supt Racey, Clarida & Zeigler, and members from Jo Co 2000. Owen reviewed a preliminary map showing plans for the project scheduled for 2023. Plans included widening lanes from the city park to I-24 with a roundabout at the intersection of Redbud and Old Metropolis Road. Additionally, a 10 ft bike path from the city park to McDonalds would also be constructed. Owen noted that IDOT would display of the project starting May 3rd at city hall for viewing.

Wright requested consent from council for VGS to hold their graduation parade through town ending at the city park the evening after the ceremony, May 20th. Council gave consent. Wright also announced the following upcoming events: Spring Fling Carnival- Thursday April 29-May 1st, City wide Clean up-May 10th and Citywide Yard Sales-May 21-22nd.

Alisa Sowers, Depot updated council on an increase of tourists at the Depot.

Alderman Tuey discussed with council the Jon Simmons memorial bench/site at the city park with council. Council agreed on selecting a 6ft bench to order which would also include a plaque honoring Simmons. The city discussed the city's contribution towards the project as it would be approved at the next scheduled meeting. Tuey also questioned having an after-hour emergency water meter turn on for residents that have been shut off for non-payment. Brief discussion was had on the ordinance.

As there was no further business to discuss Alderman Hill made a motion to adjourn the meeting. Alderman Hill seconded the motion. Motion carried.

Mayor Owen declared the meeting adjourned at 7:32 p.m.
