City of Anna City Council met March 16.

Here is the minutes provided by the council:

Commissioner Eichelkraut presented minutes of previous meeting. 

Moved by Commissioner Eichelkraut that the minutes of a regular meeting of the Council  of the City of Ottawa, Illinois, held on Tuesday, March 2, 2021, be approved as recorded  in the permanent files of the City Clerk. 

Second by Ganiere.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

A public hearing was held on the proposed $15,000,000.00 bond issue. City Treasurer,  Don Harris explained the projects that the bond proceeds would be used for. He added  that between now and May 4th is our rating agency exploration time. With no one else commenting, the Mayor declared the hearing closed at 7:07 p.m. 

Commissioner Eichelkraut presented Biweekly Salary Payroll. 

Moved by Commissioner Eichelkraut that the Biweekly Salary Payroll of  March 5, 2021, in the amount of $405,153.78, be approved and warrants issued.  

Second by Rodriguez.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Eichelkraut presented Monthly Expense Report.  

Moved by Commissioner Eichelkraut that the Monthly Expense Report of  March 16, 2021, showing expenses in the amount of $777,492.84, be approved and  warrants issued.  

Second by Ganiere.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Eichelkraut presented Monthly Salary Payroll.  

Moved by Commissioner Eichelkraut that the Monthly Salary Payroll of March 12, 2021, in  the amount of $775.00, be approved and warrants issued.  

Second by Rodriguez.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Eichelkraut presented Monthly Financial Report.  

Moved by Commissioner Eichelkraut that the Monthly Financial Report of City Clerk, Shelly L. Munks, for the month of February 2021, be received and placed on file. 

Second by Ganiere.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Eichelkraut presented Resolution.  

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution and  amendment of the Section 5311 grant agreement, for fiscal year 2022, which has been on  file for public inspection since March 2, 2021, be adopted.  

Second by Rodriguez.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Eichelkraut presented Resolution. 

Moved by Commissioner Eichelkraut that a Resolution authorizing the execution of an  engagement letter between the City of Ottawa and Bernardi Securities Inc., which has  been on file for public inspection since March 2, 2021, be adopted.  

Second by Ganiere.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried.

Commissioner Ganiere presented Request.  

Moved by Commissioner Ganiere that a Resolution authorizing the execution of an engineering construction services agreement between the City of Ottawa and Renwick & Associates Inc., for elements 1.8 and 1.10 of the combined sewer overflow  long term control plan, which has been on file for public inspection since March 2, 2021,  be adopted.  

Second by Rodriguez.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Ganiere presented Resolution.  

Moved by Commissioner Ganiere that a Resolution authorizing the execution of a contract  between the City of Ottawa and B & G Electric for a new electric gate at the Water  Treatment Plant, which has been on file for public inspection since March 2, 2021, be  adopted.  

Second by Rodriguez.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Ganiere presented Resolution. 

Moved by Commissioner Ganiere that a Resolution authorizing acceptance and execution  of a proposal by Gavoda & Associates Inc., to purchase 3 laserflow sensors, be received  and placed on file for public inspection.  

Second by Eichelkraut.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Ganiere awarded Low Bid.  

Moved by Commissioner Ganiere that the Low bid received from Superior Excavating Co.  in the amount of $957,609.00 for the 2021 Watermain Replacement Project, be approved  and paid for from the Water Fund.  

Second by Rodriguez.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Ganiere congratulated Christina Cantlin on her new judicial appointment.  

Commissioner Rodriguez presented Resolution. 

Moved by Commissioner Rodriguez that a Resolution authorizing the acceptance and  execution of an architectural and engineering services proposal between the City of  Ottawa and Kmetz Architects Inc., for a Riordan Pool assessment, which has been on file  for public inspection since March 2, 2021, be adopted.  

Second by Eichelkraut.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Rodriguez presented Resolution.  

Moved by Commissioner Rodriguez that a Resolution requesting permission from the  Illinois Department of Transportation to temporarily close LaSalle Street from Lafayette  Street to Main Street on Friday, June 18, 2021, from 4:30 p.m. until 10:00 p.m. for the  2021 Cruise Night, be adopted.  

Second by Ganiere.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Rodriguez presented Resolution.  

Moved by Commissioner Rodriguez that a Resolution appropriating $700,000.00 of Motor  Fuel Tax Funds for maintaining City streets, be adopted.  

Second by Ganiere.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried.

Commissioner Rodriguez awarded Bid.  

Moved by Commissioner Rodriguez that the Bid received from Hacienda Landscaping in  the amount of $517,857.00 and alternate bid #1 in the amount of $27,904.00 and alternate  bid #5 in the amount of $12,478.00 for the Thornton Park Improvement Project, be  accepted and paid for with grant proceeds and general corporate funds.  

Second by Eichelkraut.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Less presented Resolution. 

Moved by Commissioner Less that a Resolution authorizing the execution of an  equipment lease agreement between the City of Ottawa and Brindlee Mountain Fire  Apparatus LLC, to lease a 2005 Pierce Dash Custom Pumper, which has been on file for  public inspection since March 2, 2021, be adopted.  

Second by Ganiere.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Commissioner Less presented Resolution.  

Moved by Commissioner Less that a Resolution authorizing acceptance and execution of  a proposal with WTH Technology Inc., be received and placed on file for public inspection.  

Second by Eichelkraut.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Mayor Aussem presented Ordinance.  

Moved by Mayor Aussem that an Ordinance amending Article 10 to Chapter 26 of the  Municipal Code of the City of Ottawa, LaSalle County, Illinois, regarding mobile food  vendors, be passed and approved.  

Second by Rodriguez.  

Commissioner Eichelkraut added that the Ordinance needs to be strengthened and fine  tuned, but we needed to get something on the books. Commissioner Less shares the  same concerns and thought is was less restrictive.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Mayor Aussem presented Ordinance.  

Moved by Mayor Aussem that an Ordinance amending Section 10-41 of the Municipal  Code of the City of Ottawa, LaSalle County, Illinois regarding sidewalk café permit  extensions, be passed and approved.  

Second by Ganiere.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Mayor Aussem presented Resolution.  

Moved by Mayor Aussem that a Resolution authorizing the execution of a funding  agreement between the City of Ottawa and the Ottawa Visitors Center Inc., be received  and placed on file for public inspection.  

Second by Eichelkraut.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Mayor Aussem presented Resolution.  

Moved by Mayor Aussem that a Resolution approving and authorizing the execution of an  employment agreement for an appointed City official in Jeffrey Bangert as Police Captain,  which has been on file for public inspection since March 2, 2021, be adopted.  

Second by Ganiere. 

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried.

Mayor Aussem presented Resolution.  

Moved by Mayor Aussem that a Resolution approving and authorizing the execution of an  employment agreement for an appointed City Official in John Liebhart as part time  Building Inspector, be received and placed on file for public inspection. 

Second by Eichelkraut.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

Mayor Aussem presented Resolution. 

Moved by Mayor Aussem that a Resolution authorizing the execution of an agreement for  production services between the City of Ottawa and the Illinois Grape Growers and  Vintners Alliance, be received and placed on file for public inspection.  

Second by Ganiere.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried. 

The Mayor congratulated Christina Cantlin on her judicial appointment and then gave his  State of the City presentation. The presentation is available on the City’s website at  www.cityofottawa.org.  

Mayor Aussem presented motion to recess. 

Moved by Mayor Aussem that this Council recess into Closed Session to discuss a matter  of collective bargaining.  

Second by Less.  

Ayes: Eichelkraut, Ganiere, Rodriguez, Less, and Mayor Aussem.  

Nays: None. Motion carried. Council recessed at 7:30 p.m.  

Mayor Aussem presented motion to reconvene. 

Moved by Mayor Aussem that this Council reconvene from Closed Session.  

Second by Less.

Nays: None. Motion carried.
