City of Metropolis City Council Met March 8.

The regular meeting of the City Council, City of Metropolis, Illinois was held at 7:00 p.m. in Council Chambers of City Hall at 106 West 5th Street, Metropolis, Illinois. Upon roll call the following Aldermen were present: Alderman Jeremy Holley, Chad Lewis, Don Canada, John Taylor and Darryl Neill, Al Wagner, Mike Hall, Chuck Short, City Clerk Jan Adams, Mayor William McDaniel, Corporate Counsel Rick Abell and concerned citizens of Metropolis.

MAYORS REPORT:
A special thanks to Senator Dale Fowler for the food give a way that will be held at Fort Massac State Park Tuesday, March 9th.
Spring Clean Up Week is March 15th-19th provided by Bulldog Systems. There are items that can’t be picked up such as appliances, electronics, yard waste or construction debris, tires, flammable liquids, car parts, batteries, full paint cans and satellites. For additional information please call Bulldog at 877- 285-3479 or the Mayor’s office (618)-524-4016. Clean Up Week will be on a quarterly basis now and for one week only.
Anna-Jonesboro is hosting electronics recycle program Saturday, April 10th, 2021 from 8am – 12pm. For more information call (618)634-2297 ext. 9114.
Harrah’s will be hosting the 4th of July fireworks for all to enjoy.
Karla Ogle and Lisa Gower wanted to thank the Council and shares everyone’s excitement of the annual Superman Celebration held this year. Due to COVID the event has been extended until the end of July hoping the extra time will ensure a great turnout. The event will continue to be in June after this year.

CORPORATE COUNSEL:
Becky Whitley, owner of Yesterday’s Home Cookin’, was affected by COVID and the mandatory shutdowns. The last attempt was trying to keep the drive-thru open until it was no longer feasible. She has submitted a proposal to rehabilitate the restaurant in the approximate cost of $5,220.82 to bring the indoor dining area into code compliance and to provide equipment as part of the indoor dining area. In the Illinois Municipal Code, the City has the authority to appropriate and expend funds for economic development purposes including the making of grants to any commercial enterprise that are deemed necessary to desirable for the promotion of economic development within the municipality. We can offer an economic incentive agreement that provide for the sharing or rebate a portion of the retailer’s occupation taxes received to assist with the redevelopment of property.

Robert Ball, owner of the Old Trading Post property, has expressed a desire to remove the blighted and structurally unsound building from the premises. We find the project proposed by Mr. Ball will retain jobs, increase the property tax base, and protect the integrity of the recently redeveloped adjacent building and would further the economic interest of the City. The property is located in the Metropolis Riverfront Tax Increment Financing Redevelopment District (TIF 1) and can reimburse Mr. Ball for demolition costs incurred within the TIF District. Upon completion of demolition of the building and removal and disposal of all debris and proof of payment to the contractor we will reimburse him in the amount of $5,000.

In the Illinois Municipal Code, we have the authority to make economic incentive agreements that provide for the sharing or rebate of a portion of the Municipal Cannabis Retailer’s Occupation Taxes received by a municipality to assist with the redevelopment of land within the municipality. The developer proposes to remodel and redevelop the building into a licensed adult use cannabis dispensary and other commercial uses. The project will be in three phases and have 3 separate commercial spaces. The city will receive a 3% local cannabis retailer’s occupation tax on all sales in addition to the normal 1% sales tax.

DEPARTMENT HEADS:
Chief Masse reported about a pending bill in the House of Representatives that would revoke our authority giving IDOT the exclusive rights to permit vehicles anywhere in the state over any roads without local input. We have an ordinance requiring over-sized vehicles have a permit if they are coming into the city not using state routes. We been able to keep most of the big trucks off 12th Street, North Ave and Highway 45 with the contract we have with Ox Cart. He requested the council fill out an opposition slip on the bill and help set a good example. He worries what will be next if they are allowed to do this.
MISCELLANEOUS REPORT:
Alderman Jeremy Holley wanted to bring attention to the trash and debris on the on and off ramps located at Interstate 24. October 10th, 2020 Director Masse, Captain Bobby Williams of the Metropolis Fire Department, Boy Scout Troop 101 and Alderman Holley conducted a cleanup effort on the two ramps. There were dozens upon dozens of bags of trash and debris collected of litter. Sadden to report 5 months later it looks the same as it did back in October. We all know the value of a first impression and do not feel that is what we want them to see as they come into or leave Metropolis. Alderman Holley reached out to our state representative Patrick Windhorst to ask what can we do as a city Council and local government to help improve the interstate area. He stated that Highway 45 and interstate 24 are scheduled for repair. The project was bid on January 15th, 2021 and construction should begin in the spring. Alderman Holley asked the council to look at adding or replacing up to four signs discouraging interstate travelers from littering. This might not solve the entire problem but believes there would be a direct correlation with signage asking people to not litter and decrease the accumulation.
