The Anna City Council met in regular session at Anna City Hall at 5:03 p.m. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Bryan Miller, Commissioner Martha Ann Webb and Mayor Steve Hartline. None were absent. 

A motion was made by Commissioner Webb and seconded by Commissioner Bigler that it be RESOLVED TO APPROVE THE MARCH 2, 2021 ANNA CITY COUNCIL REGULAR SESSION MINUTES AS THE OFFICIAL MINUTES OF SAID MEETING. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried. 

A motion was made by Commissioner Bigler and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE THE MARCH 5, 2021 ANNA CITY COUNCIL SPECIAL SESSION MINUTES AS THE OFFICIAL MINUTES OF SAID MEETING. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried 

Susan Prestia a representative of Anna-Jo Garden Club presented a proposal to create an Annabelle Trail. She stated that Commissioner Webb, Tracy Smith with the Union County Chamber of Commerce and City Administrator Dori Bigler are on a committee for the Annabelle Festival. Susan explained that signs will be placed in individual yards and a map is being created for the route to view all the Annabelle's in Anna, Commissioner Webb displayed the sign that will be in each yard. The trail will coincide with the Annabelle Festival which is June 11 & 12, 2021. Ms. Prestia thanked Public Works Manager Gary Dahmer and the city employees for all their hard work at Hindman Park on the memorial. 

A motion was made by Mayor Hartline and seconded by Commissioner Bigler that it be RESOLVED TO ENTER CLOSED SESSION TO DISCUSS PERSONNEL. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried. 

A motion was made by Commissioner Bryan and seconded by Commissioner Bigler that it be RESOLVED TO EXIT CLOSED SESSION. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried. 

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE THE CLOSED SESSION MINUTES OF MARCH 16, 2021 AS PREVIOUSLY READ AS THE OFFICIAL CLOSED SESSION MINUTES OF SAID MEETING. vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried. 

Open session resumed at 6:35 p.m. 

City Administrator Dori Bigler submitted project updates to the council. (1) President Biden passed the American Rescue Plan Act of 2021. Included in this legislation is $65.1B in financial assistance for all municipalities nationwide. The estimate amount to be allocated to the City of Anna is $506,546. Payments will be split between 2 rounds of funding. The 1st no later than 60 days from the enactment of ARP. 2nd round will be distributed around Summer 2022. Municipalities will be allowed to use these funds on eligible costs as defined by the Act and under 4 categories. The City will most likely use the funds for the 4th category, which includes costs necessary to make investments in water, sewer and broadband infrastructure. The City plans to do a water valve and fire hydrant project. (2) The George Floyd Justice in Policing Act of 2021 was passed by the House of Representatives and goes to the Senate. City Administrator Bigler is monitoring the progress of this bill and has been in communication with our insurance company for any changes. (3) The Fiscal Year 2022 Budget review meeting will not be on April 6th due to the election, she requested a Special Session be held April 7, 2021 at 5 p.m. (4) The cold temperatures in February caused damage to Dog Walk Rd. The street crew has placed a road closed sign and estimates are being obtained for the cost to repair. If the repair costs come in under $25,000 the work will be done as an individual project, if over it will be included with the MFT Projects. (5) The Census Bureau has asked Congress for a 4-month extension for delivering redistricting-related data to the states. City Administrator Bigler spoke with Union County Clerk Lance Meisenheimer regarding the 2022 election. He stated that they anticipate the primary to be pushed back to the summer of 2022. (6) February's gas rates were up 43% and usage was up 13%. The rates for April usage should be lower. (7) Nancy Green the owner of 207 W. Vienna submitted a letter to the council requesting more time to get her property up to code. City Administrator Bigler has already spoken with her and granted a 90 days extension until June 14, 2021. 

A request to Waive the Building Permit fee for Wellness Grp. Pharms, LLC was tabled. 

A motion was made by Commissioner Bigler and seconded by Commissioner Webb that it be RESOLVED TO APPROVE TO PAY ALL APPROVED BILLS. A vote was taken upon the motion with the following results Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay- none. Mayor Hartline declared the motion carried. 

A motion was made by Commissioner Bryan and seconded by Commissioner Bigler that it be RESOLVED TO APPROVE ORDINANCE 2021-02; 2021-2022 ESTABLISHING UTILITY RATES AND MUNICIPAL WASTE COLLECTION RATES. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried. 

A motion was made by Commissioner Bryan and seconded by Commissioner Webb that it be RESOLVED TO APPROVE ORDINANCE 2021-03; DECLARING & AUTHORIZING THE SALE OF SURPLUS PROPERTY. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried. 

A motion was made by Commissioner Miller and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE RESOLUTION 2021-09; PURCHASE AGREEMENT WITH MACQUEEN EMERGENCY. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried. 

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE RESOLUTION 2021-10; PART TIME SALARIES. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried. 

A motion was made by Commissioner Bryan and seconded by Commissioner Bigler that it be RESOLVED TO APPROVE RESOLUTION 2021-11; INTERGOVERNMENTAL AGREEMENT WITH ILLINOIS DEPARTMENT OF TRANSPORTATION FOR THE IL 146 CULVERT STORM SEWER REPAIR. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried. 

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE TO EMPLOYEE JACOB BRIMM AS FULL-TIME/PART-TIME LABORER. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried. 

A motion was made by Commissioner Bryan and seconded by Commissioner Webb that it be RESOLVED TO APPROVE TO EMPLOYEE JACOB SCHAEFER AS FULL-TIME/PART-TIME LABORER. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried. 

A motion was made by Commissioner Bigler and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE TO AUTHORIZE CAPITAL EQUIPMENT FUNDS FOR THE PUBLIC WORKS DEPARTMENT TO PURCHASE A PLOW FOR THE NEW DUMP TRUCK UP TO $8,000. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried. 

A motion was made by Commissioner Bigler and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE A FENCING PERMIT TO CARLA 

BURNETT AT 200 FOREST. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried. 

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE A FENCING PERMIT TO DICK BIGLER AT 506 W. SPRING ST. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Commissioner Bigler Abstained. Mayor Hartline declared the motion carried. 

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE A PARKING LOT USE APPLICATION FOR PAINT THE TOWN ON APRIL 24, 2021. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried. 

A motion was made by Commissioner Bigler and seconded by Commissioner Webb that it be RESOLVED TO APPROVE A PARK USE APPLICATION FOR SIBSA APRIL 1- JUNE 30, 2021. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried. 

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE A PARK USE APPLICATION FOR ANNA JR HIGH SCHOOL GRADUATION MAY 18-23, 2021. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried. 

City Administrator Dori Bigler reminded the council of the Chamber of Commerce Gala on April 2, 2021. 

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED THAT THE REGULAR SESSION OF THE ANNA CITY COUNCIL MEETING OF MARCH 16, 2021 BE ADJOURNED AT 7:28 P.M. A vote was taken upon the motion with the following results. 

Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline. voted yea. Nay – none. Mayor Hartline declared the motion carried.
