City of Anna City Council Met Feb. 16.

Here is the minutes provided by the council:

The Anna City Council met in regular session at Anna City Hall at 5:00 p.m. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Bryan Miller, Commissioner Martha Ann Webb and Mayor Steve Hartline. None were absent. 

A motion was made by Commissioner Bryan and seconded by Commissioner Webb that it be RESOLVED TO APPROVE THE FEBRUARY 2, 2021 ANNA CITY COUNCIL REGULAR SESSION MINUTES AS THE OFFICIAL MINUTES OF SAID MEETING. A vote was taken upon the motion with the following results Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Bryan Miller, Commissioner Martha Ann Webb and Mayor Steve Hartline voted yea. Nay none. Mayor Hartline declared the motion carried. 

City Administrator Dori Bigler presented the following project updates to the council: (1) Commissioner Miller had asked for information regarding the MCROT and she thought that all the council would like to see the same information. City Administrator Bigler presented a handout for Tax Revenue collected & budget comparison. (2) The 4th DSBS grant has been completed and a public hearing has been set for March 2, 2021. (3) Monthly Accounts Payable process has been updated. City Administrator Bigler mailed letters to all vendors regarding process. (4) The Rt. 146 grant paperwork is on COVID back log. An Intergovernmental Agreement with IDOT is being reviewed by the city engineer. 

A motion was made by Commissioner Bigler and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE TO PAY ALL APPROVED BILLS. A vote was taken upon the motion with the following results Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Bryan Miller, Commissioner Martha Ann Webb and Mayor Steve Hartline voted yea. Nay- none. Mayor Hartline declared the motion carried. 

A motion was made by Commissioner Webb and seconded by Commissioner Bigler that it be RESOLVED TO APPROVE TO EMPLOYEE DAVID FRANK AS A FULL TIME LABORER EFFECTIVE FEBRUARY 21, 2021. A vote was taken upon the motion with the following results Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Bryan Miller, Commissioner Martha Ann Webb and Mayor Steve Hartline voted yea. Nay- none. Mayor Hartline declared the motion carried. 

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE RESOLUTION 2021-07; APPROVING EMPLOYEE/RETIREE HEALTH INSURANCE. A vote was taken upon the motion with the following results Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Bryan Miller, Commissioner Martha Ann Webb and Mayor Steve Hartline voted yea. Nay- none. Mayor Hartline declared the motion carried 

A motion was made by Commissioner Bigler and seconded by Commissioner Webb that it be RESOLVED TO APPROVE RESOLUTION 2021-08; MEMORANDUM OF UNDERSTANDING WITH SIMPLERAY. A vote was taken upon the motion with the following results Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Bryan Miller, Commissioner Martha Ann Webb and Mayor Steve Hartline voted yea. Nay- none. Mayor Hartline declared the motion carried. 

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED THAT THE REGULAR SESSION OF THE ANNA CITY COUNCIL MEETING OF FEBRUARY 16. 2021 BE ADJOURNED AT 5:21 PM. A vote was taken upon the motion with the following results Commissioner Michael Bigler, Commissioner Bryan Miller, Commissioner Martha Ann Webb and Mayor Steve Hartline voted yea. Nay- none. Mayor Hartline declared the motion carried.
