City of Anna City Council met Nov. 17.

The Anna City Council met in regular session at Anna City Hall at 5:02 p.m.. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Bryan Miller, Commissioner Martha Ann Webb and Mayor Steve Hartline. None were absent.
A motion was made by Commissioner Miller and seconded by Commissioner Bigler that it be RESOLVED TO APPROVE THE OCTOBER 20, 2020 ANNA CITY COUNCIL REGULAR SESSION MINUTES AS THE OFFICIAL MINUTES OF SAID MEETING. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.
Treasurer Danyelle Dodd previously submitted the report for October 2020. Mayor Hartline requested that the commissioner review their departments budgets. He requested that City Administrator give an update on the budget at the first meeting in January
City Administrator Dori Bigler previously submitted project updates to the council. She reported that she spoke with David Parr at DCEO regarding the Route 146 Project. A grant manager has been assigned and he is reviewing our application. City Administrator Bigler stated that the governor is moving the state into Tier 3 of the COVID guidelines on Friday.
Discussion was held regarding the Coronavirus. City Administrator Dori Bigler stated that employees are being asked to social distance and the city will not have a Christmas Party this year. Commissioner Bigler questioned if staff are wearing masks. City Administrator Bigler stated that she encourages her department heads to enforce the rule but it needs to be improved. Mayor Hartline asked her to emphasize this policy with the department heads.
A motion was made by Commissioner Bryan and seconded by Commissioner Webb that it be RESOLVED TO APPROVE TO PAY ALL APPROVED BILLS. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and
Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.
Discussion was held regarding the organizing of the Shop with a Cop/Fireman event. Commissioner Miller stated that they are looking at a drive thru pick up of gifts.
A motion was made by Commissioner Miller and seconded by Commissioner Webb that it be RESOLVED TO APPROVE A DONATION TO THE SHOP WITH A COP/FIREMAN OF $500. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE RESOLUTION 2020-43; ANNA CITY COUNCIL MEETING DATES FOR 2021. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Bigler and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE RESOLUTION 2020-44; APPROVING AN AGREEMENT FOR TECHNICAL SERVICES & ASSISTANCE TAX INCREMENT FINANCING ASSISTANCE WITH MORAN ECONOMIC DEVELOPMENT. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Bryan and seconded by Commissioner Webb that it be RESOLVED TO APPROVE TO AWARD THE BID OF THE 1996 FORD F350 TO JOHN WATKINS IN THE AMOUNT OF $525. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Miller and seconded by Commissioner Webb that it be RESOLVED TO APPROVE TO AUTHORIZE CAPITAL EQUIPMENT FUNDS FOR THE POLICE DEPARTMENT TO PURCHASE A PARK CAMERA FOR $1157.26. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
Discussion was held regarding the request for Capital Equipment Funds for the Public Works department to purchase a dump truck up to $70,000. City Administrator Dori Bigler stated that the funds are in the budget. Public Works Manager Gary Dahmer explained that his department has 7 dump trucks but they are starting to need repairs. Mayor Hartline questioned if this truck was a want or a need and if the city could perform efficiently if we didn't make this purchase. Commissioner Bryan recommended that Mr. Dahmer review further and figure out what the city's needs are for the new truck.
Authorize Capital Equipment Funds for The Public Works Department to Purchase a Dump Truck up to $70,000 was tabled.
A motion was made by Commissioner Miller and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE ORDINANCE 2020-21; APPROVING THE SALE OF SURPLUS CITY REAL ESTATE LOCATED AT 306 N. GREEN STREET. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.
Discussion was held regarding Ordinance 2020-22; Regulating Fencing. Mayor Hartline stated that the verbiage has been corrected regarding utility meters. Commissioner Webb stated that 3 feet is sufficient enough work space and Ordinance needs to be change from 5 feet to 3 feet. Commissioner Miller stated that 5 feet will allow for equipment, if repairs are needed. Mayor Hartline suggested the wording be changed to a minimum of 3 feet. Commissioner Bryan suggested that if a commissioner receives a request to assist on a problem, that Public Works Manager Gary Dahmer be contacted. Commissioner Bigler questioned if a fence permit could be denied before coming to the council for a vote. Mayor Hartline requested that the Ordinance be reviewed again for all necessary changes.
Ordinance 2020-22; Regulating Fencing was tabled
A motion was made by Commissioner Miller and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE ORDINANCE 2020-23; APPROVING & AUTHORIZING THE SALE OF SURPLUS PROPERTY. A
vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
City Administrator Dori Bigler stated that she sent out letters to all the business's for GumDrop Drive. She stated that the city has collected over $2500 so far for the Pay it Forward Program by the sale of trees and decorating light poles. Commissioner Bryan questioned if the city was providing any decorations to the businesses. City Administrator Bigler responded no, but the city is decorating every other light pole. Commissioner Bryan questioned if the Holiday Parade would still be scheduled with the governors COVID Tier 3 guidelines. Discussion was held regarding the issue. Commissioner Webb stated the Honor Wreaths is still on schedule.
Discussion was held regarding 2021 Liquor License Fees. Commissioner Miller stated there are 11 local liquor license holders that were affected by the COVID shutdown this year. He would like the council to consider a waiver of license fees for 2021 for these businesses. Commissioner Bryan questioned all the businesses that were affected. Commissioner Bigler stated he feels the issue needs to be reviewed further. Mayor Hartline suggested a reimbursement of fees at the beginning of 2021. City Administrator Dori Bigler stated she checked with other towns across the state and a lot of them are waiving the fees. Lynn Stoner, the owner of King Neptune's, stated the differences of the businesses and the limited capacity and the struggles of being able to stay open. Carter Lacy, a representative with the Anna-Jonesboro Elks Lodge stated that the state is not waiving any license fees, so any thing the City of Anna could do would be greatly appreciated. Lou Boswell, the owner of Boswells Lounge and Patricia Aydelott, the owner of The Brick House both stated they appreciate any help the council would consider. Mayor Hartline recommended that the issue be further reviewed.
A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE A BUILDING PERMIT TO LYNN STONER AT 138 E. DAVIE STREET. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Bigler and seconded by Commissioner Webb that it be RESOLVED TO APPROVE A BUILDING PERMIT TO CLYDE SIMS AT 202 LINCOLN STREET. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE A FENCING PERMIT TO JAMES HONEY AT 103 E. CHESTNUT STREET, A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Bryan and seconded by Commissioner Webb that it be RESOLVED TO APPROVE A APPROVE STREET CLOSURE TO THE ANNA ARTS COUNCIL 5K REINDEER RUN WITHIN THE GUIDELINES OF THE GOVERNOR ORDER AND THE IDPH. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.
Mayor Hartline spoke regarding the Burn Ordinance. He stated that he would like to repeal the ordinance. Commissioner Bryan stated that the citizens would not have any way to dispose of their limbs and small branches. Mayor Hartline suggests the council review the ordinance.
Commissioner Webb stated that she would like to see the city budget for a new street sweeper.
