Union County Board of Commissioners Met October 9

Union County Board of Commissioners met Oct. 9.

Here is the minutes provided by the board:

I. Roll Call

Commissioners in attendance are Kent Pitts, Bobby Toler Jr., Dale Foster, Max Miller & David Gould.

II. Call Meeting to Order

The Union County Board of Commissioners met for a regular meeting in the Union County Courthouse Community Room at 08:30am. County Chairman Max Miller called the meeting to order.

III. Approval of Minutes

Regular Meeting Minutes- 09/11/20 Mr. Gould made the motion to approve the regular meeting minutes and Mr. Foster seconded the motion.

IV. Public Comments

None

V. Committee Reports

Mr. Toler attended a Union/Alexander County 911 Board meeting and the board assigned a committee to work on the upcoming budget. He also stated that the new Power Phone system is almost completed for dispatch. Mr. Toler advised that the next food truck is coming in on Monday at 8:30 if anyone wants to help unload it.

A. Approve Payment of Bills

Mr. Gould made the motion to approve the payment of the bills and Mr. Pitts seconded the motion.

B. Intergovernmental Agreement By and Between the Union/Alexander County

Emergency Telephone System Board and the County of Union and the Union County Sheriff Mr. Miller made the motion to approve the agreement and Mr. Foster seconded the motion.

C. Resolution Appointing Union County Engineer

Item was tabled because of not having proper paperwork back from IDOT. D. Approval of Election Judges for 2020-2021 Election Years

Lance Meisenheimer, Union County Clerk, stated that this list must be presented and passed by the board then it goes to court for a hearing and if no objections, the judge will sign off on the list. Mr. Pitts made the motion to approve the list and Mr. Gould seconded the motion.

E. Declaration of Surplus Property

This is for the Sheriff's Office and old vehicles and equipment no longer needed. Items will be sold at a public auction. Mr. Toler made the motion to approve the declaration and Mr. Foster seconded the motion.

X. Executive Session

Mr. Gould made the motion to go into Executive Session to discuss Employees and Mr. Foster seconded the motion at 8:42am.

Executive Session Started at 9:22am. Executive Session Ended at 10:40am.

XI. Other Business

Mr. Miller announced that the States Attorney filed paperwork with the annexation because it was missing the legal land description with the City of Anna where the Wellness Group is building a new building. Mr. Miller also stated that the fine is approaching $100,000.00 from not having a building permit.

XII. Adjournment

Mr. Foster made the motion to extend the meeting to Tuesday, October 13th at 8:30am and Mr. Pitts seconded the motion.

October 13th, 2020 at 8:30am the meeting was called back into order.

XIII. Roll Call

Commissioners in attendance are Kent Pitts, Bobby Toler Jr., Dale Foster, Max Miller & David Gould.

XIV. Executive Session

Mr. Pitts made the motion to go into executive session to discuss personnel and Mr. Foster seconded the motion.

Executive Session started at 8:31am Executive Session ended at 8:51am

XV. Other Business

Mr. Miller announced that the board is moving on hiring a new director and personnel for Animal Control department.

Mr. Gould is concerned about the public's safety at the intersection on US Hwy 51 North and Bell Hill Road. He stated that too many accidents have happened there and some of those have had loss of lives. He would like to have IDOT investigate that intersection and see if anything could be done about it.

Mr. Miller is asking employees and office holders to wear a mask when walking though the building.

Mr. Miller also added that the States Attorney, Daniel Klingemann, got a temporary restraining order issued and a cease and dismiss issued to the Wellness Group until they get a building permit from Union County.

Mr. Foster made the motion to adjourn the meeting and Mr. Gould seconded the motion.
