City of Metropolis City Council met Sept. 28.

Here is the minutes provided by the council:

The regular meeting of the City Council, City of Metropolis, Illinois was held at 7:00 p.m. on Monday, September 28TH, 2020, in Council Chambers of City Hall at 106 West 5th Street, Metropolis, Illinois. Upon roll call the following Aldermen were present: Alderman Jeremy Holley, Chad Lewis, Don Canada, John Taylor and Darryl Neill, Al Wagner, Mike Hall, Chuck Short, City Clerk Jan Adams, Mayor William McDaniel, Corporate Counsel Rick Abell and concerned citizens of Metropolis.

Moved by Alderman Mike Hall and second by Alderman Don Canada to approve the minutes of the previous meeting held on 9-14-2020 as presented;

MAYOR’S REPORT:

Guy Brown submitted the only bid to purchase the property located at 515 East 7th Street in the amount of $200.

The Mayor reminder everyone again the importance of filling out the Census.

The Cancer Color Fun Run that is scheduled for Saturday, Oct. 23rd, 2020 has been cancelled

Moved by Alderman Mike Hall and second by Alderman Jeremy Holley to accept flu shots for full time employees from Southern Seven Health Department at a cost of $40 per employee (scheduled for Tuesday, October 13th from 9 am until 11 am) and cost to be covered by City;

Fall Clean Up Week will be the week of October 19th thru 23rd. The Mayor announced Clean Up Week will be one week each quarter beginning 2021 rather than 2 weeks twice a year.

COPRPORATE COUNSEL:

Corporate Counsel stated Mr. Brown owns the corner property next door to 515 and plans to tear down both houses and put a manufactured home. Moved by Alderman Mike Hall and second by Alderman Don Canada to Adopt an Ordinance Authorizing Sale of Municipally Owned Real Estate 515 East 7th Street; 2020-25

There have been several questions and complaints on the utility bills. COVID has shutdown so many business and events that our electric rates are going up some, those costs are what it takes to get power into the city by the substations and power plants. The fixed costs are spread out over usage and demand; both impacted by COVID. Our schools, nursing homes and Harrah’s have been shutdown or on lockdown for several months so the demand went way down, resulting in our per capita cost going up. We average that over a rolling three months so it is filtering its way through now. We compared some of the bills to last year around the same time and they are slightly higher. More people are at home due to COVID using more electricity which is having an effect on the bills as well. Next month we should see lower utility bills.

NEW BUSINESS:

Alderman Chad Lewis stated he gets several calls on the schedule for picking up debris. The route was changed a few years ago during budget cuts to be as resourceful and efficient with the trucks and manpower. Each ward has two full weeks of pick-up with this schedule. Ward 1 and 3 will be cleaned on weeks 1 and 3 of each month, Ward 2 and 4 cleaned on weeks 2 and 4 of each month. When we have 5 weeks in a month, they will make a sweep of all wards.

FINANCIAL REPORT:

Moved by Alderman Jeremy Holley and second by Alderman Chad Lewis to approve the Finance Report be received and approved and that the orders be drawn on the Treasurer for the different amounts mentioned therein and that the Mayor and the City Clerk be authorized to make necessary arrangements for payment of current Salaries, Payroll and Contract bills;
