City of Anna City Council met June 2.

Here is the minutes provided by the council:

The Anna City Council met in special session by teleconference at 4:30 p.m. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Commissioner Bryan Miller, Commissioner Martha Ann Webb and Mayor Steve Hartline. Commissioner Michael Bigler and

Commissioner Kathy Bryan entered the meeting at 4:37 p.m. None were absent. Mayor Hartline asked for all guests to greet themselves into the meeting. Present was City Administrator Dori Bigler.

City Administrator Dori Bigler presented the following information: With the outbreak of the COVID-19 virus and its detrimental impact on small businesses, the State is invoking its option to adjust Community Development Block Grant allocations to address specific needs to benefit Illinois' non entitlement communities in case of unforeseen circumstances. $20 million will be available for this program. The Downstate Small Business Stabilization component has been established to provide working capital funds to community's businesses economically impacted by the COVID-19 virus.

The program component makes funds available for 60 days of verifiable working capital up to a grant ceiling of $25,000 and is available for businesses that employ 50 people or less. Number of employees includes the business owner(s). These funds may be used to assist private for-profit small retail and service businesses, or businesses considered non-essential by the Governor's Executive Order without the ability for employees to work remotely.

A requirement of any Community Development Block Grant is a discussion on community development and housing needs in our community. At this time, City Administrator Dori Bigler asked for public comment or comments from the council on these needs so that we can prioritize the list. There were no comments or concerns voiced. City Administrator Dori Bigler then discussed the scope of the project included in the City of Anna application.

The application is for The Enchanted Garden in the amount of $21,001.55. The Enchanted Garden has been part of the Anna community since 2007 and normally employs 7 people. These grant funds will be used to keep current employs and pay for other business expenses to keep operations golng during this time.

There were no questions or comments in regards to this application.

A motion was made by Commissioner Miller and seconded by Commissioner Webb that it be RESOLVED THAT THE SPECIAL SESSION OF THE ANNA CITY COUNCIL MEETING OF June 2, 2020 BE ADJOURNED AT 5:00 P.M. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay- none. Mayor Hartline declared the motion carried.
