City of Metropolis City Council met May 11.

Here is the minutes provided by the council:

The regular meeting was held at 7:00 p.m.in Council Chambers of City Hall at 106 West 5th Street, Metropolis, Illinois. Upon roll call the following Aldermen were present: Alderman Jeremy Holley, Don Canada, Chad Lewis, John Taylor and Darryl Neill, Al Wagner, Mike Hall, Chuck Short, City Clerk Jan Adams, Mayor William McDaniel, Corporate Counsel Rick Abell and concerned citizens of Metropolis.

Moved by Alderman Don Canada and second by Alderman Chad Lewis to approve the minutes of the previous meeting held on 4-27-2020 as presented;

Due to the coronavirus we are holding Council electronically via conference call. We will continue to keep the doors locked until the Governor lifts the “shelter in place” May 30th, 2020.

CITIZENS REQUEST:

Brian Anderson, Pastor of Eastland Baptist Church, called to voice his opinion on the Governors Executive Order. On behalf of the citizens he asked the Council and the Mayor to allow businesses to open. He asked the leaders to take a risk and support our local businesses who are hurting due to the closure. He felt the order was infringing on the rights of churches and businesses. The Mayor thanked Brian for his time and appreciated his feelings on the matter. He added we take everything you said serious and welcomed your concerns.

MAYOR’S REPORT:

The Mayor reminded residents of the Spring Clean Up weeks. They are scheduled for the weeks of June 1st and June 8th.

Items are to be placed at your normal trash pick-up point. For more information please call the Mayor’s office at 618-524-4016.

Moved by Alderman Don Canada and second by Alderman Darryl Neill to make a motion to accept Agreement with IDOT on US 45 10th Street to IL 145;

The wire is to replenish the stock due to large projects we have going.

Moved by Alderman Chuck Short and second by Alderman Don Canada to make a motion to accept quote from Brownstown Electric Supply in the amount of $6,775.00 for wire;

A Public Hearing was held this evening at 5:30 pm to discuss and consider the City’s proposed Downstate Small Business Stabilization Program grant. Silver Collections was applying for the economic development project in the amount of $25,000. The grant application will be submitted May 12th, 2020 to the Illinois Department of Commerce and Economic Opportunity, Office of Community Development. The grants are offered for the urgent needs of the business due to the COVID-19 emergency. He added, several local businesses are applying and another Public Hearing will be held May 26th, 2020 @ 5:30 pm.

Moved by Alderman Don Canada and second by Alderman Al Wagner to make a motion to Adopt a Resolution of Support for Downstate Small Business Economic Stabilization Grant;

FINANCIAL REPORT:

Moved by Alderman Darryl Neill and second by Alderman Don Canada to approve the Finance Report be received and approved and that the orders be drawn on the Treasurer for the different amounts mentioned therein and that the Mayor and the City Clerk be authorized to make necessary arrangements for payment of current Salaries, Payroll and Contract bills;

MISCELLANEOUS REPORTS:

Alderman Darryl Neill stated he agreed with Brian Anderson and wanted the Mayor to authorize the opening of retail businesses. Alderman Don Canada agreed with that as well. Alderman Chad Lewis and Alderman Jeremy Holley added they felt the same and to proceed with caution and regulations.
