City of Anna City Council met May 5.

The Anna City Council met in special session by teleconference at 4:02 p.m. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Commissioner Kathy Bryan, Commissioner Bryan Miller, Commissioner Martha Ann Webb and Mayor Steve Hartline, Commissioner Michael Bigler was absent
Mayor Hartline asked for all guests to greet themselves into the meeting. Present was City Administrator Dori Bigler, Public Works Manager Gary Dahmer, Daniel Klingemann, Angie Johnson, Max Miller and Deputy City Clerk Tina Sadler.
Commissioner Michael Bigler entered the meeting at 4:07 p.m.
Mayor Hartline stated that the meeting is to address the Proposed Annexation of 22.84 acres owned by Brad Kohler on Dogwalk Rd. and David Thomas on Lick Creek Rd. Mayor Hartline asked for public comments.
Angie Johnson questioned the road that is description in the plat that appears to her as a drive-way. She asked if it was in fact a road or a lane. Public Works Manager Gary Dahmer requested to have Billy Abernathy of Shawnee Survey enter the call to explain. Mr. Abernathy entered the meeting and explained that the area Ms. Johnson was referring to is a private lane owned by Brad Kohler that extended the corner of the corporate city limits. Mr. Abernathy stated that the original annexation map didn't include that side of the road, but should have.
Ms. Johnson questioned if Wellness Group Pharms approached the City of Anna for utility services. City Administrator Dori Bigler stated that Wellness requested services. Max Miller question an ordinance pertaining to sewer service. Discussion was held regarding sewer lines outside city limits. Deputy City Clerk explained that there are no sewer services outside the city limits, but there are gas and water. Ms. Johnson questioned the cost of sewer line installation for Wellness Group Pharm. Public Works Manager Gary Dahmer stated that our engineers are currently work on that and he would provide her a copy once completed.
States Attorney Daniel Klingemann stated that he didn't receive a letter and plat map until the end of April. He stated that it appears to him to be a strip annexation. Mr. Klingemann indicated that he would be sending a FOIA request. Mr. Miller agreed with Mr. Klingemann. Mayor Hartline asked if Union County Board was requesting that the city table the request. Commissioner Bigler stated that the city is going to work with Wellness Group Pharms to make the annexation possible within the legal boundaries. City Administrator Dori Bigler stated that Wellness Group Pharms has never indicated that they didn't want to annex into city limits. Commissioner Webb stated that Wellness Group Pharms were the ones that came to the city expressing interest in utilities. Mayor Hartline stated he will work with the company to get them annexed. Mayor Hartline asked what legal issues are of concern. States Attorney Daniel Klingemann stated he still felt it is strip annexation. Billy Abernathy with Shawnee Survey stated that it is not a strip annexation and explained what strip annexation is defined as.
A motion was made by Commissioner Webb and seconded by Commissioner Bigler that it be RESOLVED THAT THE SPECIAL SESSION OF THE ANNA CITY COUNCIL MEETING OF MAY 5, 2020 BE ADJOURNED AT 4:49 P.M. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

City Administrator Dori Bigler presented the following information: With the outbreak of the COVID-19 virus and its detrimental impact on smali businesses, the State is invoking its option to adjust Community Development Block Grant allocations to address specific needs to benefit Illinois' non entitlement communities in case of unforeseen circumstances. $20 million will be available for this program. The Downstate Small Business Stabilization component has been established to provide working capital funds to community's businesses economically impacted by the COVID-19 virus.
The program component makes funds available for 60 days of verifiable working capital up to a grant ceiling of $25,000 and is available for businesses that employ 50 people or less. Number of employees includes the business
These funds may be used to assist private for-profit small retail and service businesses, or businesses considered non-essential by the Governor's Executive Order without the ability for employees to work remotely. A requirement of any Community Development Block Grant is a discussion on community development and housing needs in our community. At this time, we will take public comment or comments from the council on these needs, and we will then prioritize the list. No comments were made. We will now discuss the scope of the projects included in the City of Anna application:
The City of Anna is submitting the following applications:
1. Martin Auction Company in the amount of $20,344. Martin Auction Company has been part of the Anna community since 1970 and usually employs 4 people. The funds would be used to ensure that once the shelter in place is lifted, business can resume without interruption. Specifically, funds would be used to cover payroll, utilities, rent, insurance and for buying inventory.
2. Pink Squirrel DBA Brick House Grill in the amount of $25,000. Brick House Grill has been part of the Anna Community since 2007 and employs 7 people. The funds would be used to maintain the business in order to not have a delay in opening or potential permanent closure. Funds would be used to pay for essential expenses such as mortgage, utilities, insurance, telecommunications and retraining employees,
3. Boswell's Lounge in the amount of $10,786.54. Boswell's Lounge has been part of the Anna Community since 1933, and since 1989 under current ownership. Boswell's employs two people. The funds would be used for employee salaries, taxes, inventory, supplies, utilities, insurance and other necessary monthly expenses to maintain the business.
4. KMS Enterprise LLC DBA Sinisi's on Main in the amount of $13,934. Sinisi's has been part of the Anna community for 5 years, with a recent building remodel and restaurant expansion in 2020. The grand opening was held on March 17, which brought it to an abrupt halt with the first executive order announced that afternoon. Sinisi's planned on employing two people and hope to bring these jobs back once the shelter in place is lifted. The funds will be used to get employees back on the payroll, pay necessary business expenses and ensure that once things return to normal, the business can continue to operate and grow.
Reppert's Office Supply and Furniture in the amount of $25,000. Reppert's has been part of the Anna community since 1970 and normally employs 18 people. Reppert's will use these funds to pay for payroll for employees during this time, they have seen a 40% reduction in sales with the shelter in place. These funds will help with the continuity of the business during and through this pandemic. 6. The Gazette Democrat in the amount of $25,000. The Gazette has been part of the Anna community since 1849 and owned by the Reppert family since 1939 and employs over twenty people. These funds would be used to pay for payroll expenses to keep all staff employed during this pandemic.
Commissioner Bryan questioned the guidelines of how the grant would be distributed and how long does the business have to receive the funds. City Administrator Dori Bigler stated that the business will have to submit reports for reimbursement and they have up to one year to receive the funds. Commissioner Webb questioned if more business's want to apply is it too late. City Administrator Bigler stated that the city would take additional applications. Mayor Hartline inquired to how many inquired about the grant but did not qualify. City Administrator Dori Bigler stated eight.
