Metropolis Police Department issued the following announcement on April 28.
From the Office of the Director of Public Safety: Arrest Summary, April 19-25, 2020;
April 19, 2020
Metropolis Officers were called to a domestic disturbance at the Spence Apartments. The investigation led to the arrest of a 17-year-old male for punching and choking his sister and mother. The juvenile had also consumed alcohol and was in possession of a controlled substance. The 17-year-old was taken to the Metropolis Police dept for processing. The Juvenile Detention Center would not take him. He was released to a guardian pending a court date.
Metropolis Officers were called to a disturbance at the Family Dollar Store. The offender left prior to police arrival, but was located in the 900 block of Johnson St. A computer check revealed that the subject, William C Ulrich,30, Chicago was wanted on a warrant. The warrant was issued by Massac County for failure to appear on a petition to revoke probation – Resisting Arrest. Ulrich was arrested and lodged in the Massac County Detention Center.
April 21, 2020
Metropolis Officers were called to a residence in the 1600 block of Market St. The caller stated that their daughter was being held against her will at that residence. Upon arrival, Officers were advised that Christopher I.R. Avila would not let the victim leave. Officers knocked on the door numerous times, but nobody would answer. They could hear arguing inside. Officers forced their way into the residence and Avila fled out the back door. A foot chase ensued. Avila was captured on 12th and McCrary Streets. Avila was charged with violation of an order of protection, unlawful restraint and domestic battery. Avila was lodged in the Massac County Detention Center.
The preceding information pertains to arrests made by the Metropolis Police Department. These arrests are made on the basis of probable cause and all arrestees are presumed innocent until proven guilty.
