City of Metropolis City Council met Feb. 10.

Here is the minutes provided by the council:

The regular meeting of the City Council, City of Metropolis, Illinois was held at 7:00 p.m. on Monday, February 10, 2020 in Council Chambers of City Hall at 106 West 5th Street, Metropolis, Illinois. Upon roll call the following Aldermen were present: Alderman Don Canada, Chad Lewis, John Taylor and Darryl Neill, Al Wagner, Mike Hall, Chuck Short, Mayor William McDaniel, City Clerk Jan Adams, Corporate Counsel Rick Abell and concerned citizens of Metropolis. Alderman Jeremy Holley was absent.

Moved by Alderman Mike Hall and second by Alderman Darryl Neill to approve the minutes of the previous meeting held on 1-27-2020 as presented;

CITIZENS REPORT:

Luckie Atkinson came to speak to the Council and share his concerns. He inquired if you have to be a resident in the city limits to work at the City of Metropolis and was told no, you do not have to live inside the city limits. He questioned the amount of Police and Firemen the City employs and its safety. The Mayor address the concerns; The City is a business and like any business has budget cuts and hard decisions to make. We have never laid anyone off and are proud of that fact. We have not filled every position after an employee retired, instead we are cross training our employees giving them an opportunity for growth. Luckie felt the school system and Metropolis was failing as a whole and the Mayor reminded him it is not just the teacher’s responsibility to instill integrity and respect in our children, that should begin at home. We all need to play a part in making Metropolis a great town to reside.

MAYOR’S REPORT:

The bid opening to purchase 1020 Vienna Street was awarded to Sherrie Mae Kam in the amount of $2,975.00

The bid to lease Airport Farm land was awarded to Matthew Douglas and Jared Gentry Farms in the amount of $14,000.

The swearing in of the new Police Officer will be a later date.

CORPORATE COUNSEL:

A reminder for all residents who have utilities with the City of Metropolis and have a student at Massac Community High School to enter the IMUA Scholarship Program of $1,000 with a match from the City. There will be 4 winners statewide.

The rate survey is complete and we average out to be 12.4 cents a kilowatt hour. The survey was submitted to Springfield and will bring back the report showing where we stack up against the other towns.

Arcadia Power Solar Program offers solar savings and rebates and lower rates that credit your utility bill. We do not participate in their program. The software and training are not cost prohibited and most small towns can’t afford the fees associated. We have adopted an ordinance for residents who want to install solar.

Moved by Alderman Mike Hall and second by Alderman Darryl Neill to approve the Finance Report be received and approved and that the orders be drawn on the Treasurer for the different amounts mentioned therein and that the Mayor and the City Clerk be authorized to make necessary arrangements for payment of current Salaries, Payroll and Contract bills;
