City of Vienna City Council met Jan. 2.

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest:

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

PUBLIC COMMENT 

None.

NEW BUSINESS

Alderman Tuey made a motion to Approve the Omnibus Consent Agenda consisting of the December 18, 2019 Council Meeting Minutes and the Warrant ($71,233.91). Alderman Owen seconded the motion. All in favor, Motion carried.

Alderman Tuey made a motion to Authorize and Approve Funds for the purchase of tires for a 2016 Ford Explorer Police Squad on state bid from Harper Ford $590.20. Alderman Penrod seconded the motion. All in favor, motion carried.

Alderman Owen made a motion to Authorize and Approve an Intergovernmental Agreement between the City of Vienna and Johnson County (Feb 17, 2020 to Dec 20, 2020) for Depot

Coordinator position. Alderman Tuey seconded the motion. All in favor, motion carried.

Supt Racey commended Chief Miller on work performed on pavilions at the City Park.

Chief Miller discussed a proposal to implement a program through Med Safe for residents to dispose of prescription medications. Proposed pricing would be $2,029.00, which includes a 38 gallon lock safe receptacle and four pack of liners. Council had discussion. Miller was directed to question whether the county would want to assist with costs as it would be placed at Vienna City Hal but could be used by both city and county residents. Clerk noted that per city Treasurer the city could use Garbage Funds for the purchase.

City Attorney Presser informed council she prepared a draft ordinance for review only that contained language changes to recently passed Ordinance 19-07 as requested by Alderman Racey at the December 18th meeting. Alderman Racey suggested changes be made to exclude

d to only permit small limbs due to concern of residents with COPD. Discussion was had and it was determined to also include the size of limbs (up to 3 inches in diameter) that would be allowed to be burned. The amended ordinance would be placed on the January 15th agenda for action.

At 6:51 p.m. Alderman Racey made a motion to go into closed session for employment/ compensation per 5ILCS 120/0(C)(1). Alderman Tuey seconded the motion. Motion carried.

At 7:05p.m. Alderman Tuey made a motion to resume the regular session meeting seconded by Alderman Riddle. Motion carried.

As there was no further business to discuss Alderman Owen made a motion to adjourn the meeting. Alderman Riddle seconded the motion. Motion carried.
