City of Vienna City Council met Jan. 15.

Here is the minutes provided by the council:

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT: 

Jon Simmons, Mayor 

Melissa Hill, Alderman 

Debbie Riddle, Alderman

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

PUBLIC COMMENT 

None.

NEW BUSINESS

Alderman Tuey made a motion to Approve the Omnibus Consent Agenda consisting of the January 2, 2019 Council Meeting Minutes, the Warrant ($26,760.06), and the December Treasurer's Report. Alderman Penrod seconded the motion. All in favor, Motion carried.

City engineer, Brian Ziegler, was present to review an engineering agreement with the city and update council on the status of the amphitheater/bathhouse grant project.

Alderman Owen made a motion to Authorize and Approve an agreement for Engineering Services between the City of Vienna and Clarida & Ziegler Engineering Company for

amphitheater/bathhouse project. Alderman Hill seconded the motion. All in favor, motion carried.

Alderman Racey made a motion to Authorize and Approve Ordinance 19-08, An Ordinance Amending Chapter 97 of the City Municipal Code regarding the Open Burning Prohibitions and Restrictions of Natural Yard Waste. Alderman Owen seconded the motion. The vote was follows: Hill-no, Riddle-no, Penrod-yes, Owen-yes, Racey-yes, and Tuey -no. Mayor Simmons broke the tie with a vote of no. Motion did not carry.

Alderman Owen made a motion to Authorize and Approve Medsafe, A disposal program for prescription medications for the Vienna Police Dept. Total cost- 2,129.00 (Garbage Funds). The motion was seconded by Alderman Tuey. All in favor, motion carried.

City Attorney Presser presented an agreement for demolition of a structure in a residential area to be reviewed by council.

Clerk Wright informed elected officials of filing economic interest lists with the county clerk before February 15th.

City Treasurer discussed purchasing "Christmas on the square 2020" event children's items (color books, crayons, etc.) as they were at a significantly discounted price this time of year. Council gave consent. Meyers also discussed ordering Christmas silhouette lights for street poles. Meyers said she would contact the vendor used the previous year to obtain prices. The purchase would be placed on the next meeting's agenda. Council briefly discussed where additional lights would be hung on Hwy 45 and 146.

Phil Morris, Depot, mentioned Johnson County Revitalization's Beautification Committee was recently involved in a project of improving visibility for travelers off 1-24 including the removal of trees and brush. Morris also mentioned fundraisers he would be working on with Modern Woodmen.

Alderman Penrod briefly mentioned demolition that was taking place in the city of Herrin.

At 7:15 p.m. Alderman Owen made a motion to go into Executive Session for Employment/Compensation as per 5ILCS 120/2(C)(1), Review of closed session minutes pursuant to 2.06 of the Open Meetings Act as per 5 ILCS 120/2(c)(21). Executive Minutes from 02-06-19, 07-17-19, 08-21-19, 09-04-19, 10-02-19, 10-16-19, 11-20-19, and 12-18-19, and 5ILCS 120/2 (c)(11) probable litigation Offer to settle concerning an outstanding city utility bill on a foreclosed properties. Alderman Racey seconded the motion. Motion carried.

At 7:35 p.m. Alderman Tuey made a motion to resume the regular session meeting seconded by Alderman Hill. Motion carried.

Alderman Tuey made a motion to Authorize and Approve the City of Vienna to employ John Giffin as a part time Resource Officer for security at Vienna schools. Alderman Riddle seconded the motion. All in favor, motion carried.

Alderman Penrod made a motion to Approve the content of all closed session minutes from 02-06-19, 07-17-19, 08-21-19, 09-04-19, 10-02-19, 10-16-19, 11-20-19, and 12-18-19 and to open minutes for public inspection with the exception of 08-21-19 minutes, as confidentiality still existed. The motion was seconded by Alderman Racey. All in favor Motion carried.

Alderman Racey made a motion to Authorize and Approve for the City of Vienna to accept an offer concerning an outstanding utility bill on foreclosed property, N19-CH3. Alderman Hill seconded the motion. All in favor motion carried.

As there was no further business to discuss Alderman Owen made a motion to adjourn the meeting. Alderman Tuey seconded the motion. Motion carried.

Mayor Simmons declared the meeting adjourned at 7:37 p.m.
