Call To Order
Chairman George Alpogianis called the meeting to order at 8:20am.

Approval of Minutes
The regular minutes from the October 16, 2019 Finance Committee meeting were presented for approval. A motion was made and all concurred.
Accounts Payable Approval
The Accounts Payable registers for 2019-10/11, 10/18, 10/25 were presented for approval. A motion was made and all concurred.
New Business
Ordinance Amending Chapter 94 Article XIV, Section 94-292
Chairman George Alpogianis presented two options of amendments to Chapter 94 Taxation, Article XIV Municipal Cannabis Retailers’ Occupation Tax, Section 94-292 Distribution of Revenue to the Niles Code of Ordinances. Options 1 reflects 100% of the funds from the cannabis revenue go to the Police and Fire Pension Funds, above and beyond the actuarial recommended contribution. Option 2 reflects a percentage of revenue go toward funding substance abuse education and supportive services along with funding the Pensions. After review and discussion of both options, a motion was made by Al Weel, seconded by George Van Geem, to recommend Option 1 to the Village Board to amend Chapter 94 Taxation, Article XIV Municipal Cannabis Retailers’ Occupation Tax, Section 94-292 Distribution of Revenue to the Niles Code of Ordinances. On roll call, all concurred.
Ordinance Amending Chapter 10 Article IV Section 10-88
Chairman Alpogianis presented an amendment to Chapter 10 Amusements and Entertainments, Article IV Regulations for Licensees Operating Video Gaming Terminals, Section 10-88 Distribution of revenue to the Niles Code of Ordinances. This amendment would continue contributing 25% to fund the Family Services Department to support addiction services and 75% to fund Pensions above and beyond the actuarial recommended contribution while eliminating revenue contributions to the Water Fund. A motion was made by Al Weel, seconded by Jack Drexler to recommend the amendment to Chapter 10 Amusements and Entertainments, Article IV Regulations for Licensees Operating Video Gaming Terminals, Section 10-88 Distribution of revenue to the Niles Code of Ordinances. On roll call, all concurred.
Senior Accountant Update
Finance Director Jeff Martynowicz stated the senior accountant is out on medical leave and is unsure of her return date at this time. Jeff requested approval to continue using a Temporary Hire from Robert Half until December 31st. The Committee agreed. Jeff will keep the Committee updated on her return status.
