The City Council of the City of Vienna met in regular session, Wednesday, October 16, 2019 at Vienna City Hall with the following members and guest:

Elected/Appointed Officials Present:

Jon Simmons, Mayor

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

New Business

Alderman Tuey made a motion to Approve the Omnibus Consent Agenda consisting of the October 2, 2019 Council Meeting Minutes, the Warrant ($48,280.30), and the September Treasurer's Report. Alderman Riddle seconded the motion. All in favor, motion carried.

Alderman Owen made a motion to Authorize and Approve the Collective Bargaining agreement between the City of Vienna Public Works Dept and the Laborers' International Union of North America, The Southern and Central Illinois Laborers' District Council and Laborers' Local 773. Duration: Nov 1, 2019-Oct 31, 2022. The motion was seconded by Alderman Tuey. All in favor, Motion carried.

Mayor Simmons mentioned the annual Trunk or Treat hosted Shawnee Worship Center at the city park. Simmons said he would like the city to be a vendor this year and participate opposed to a donation. Council was in consent to participate and purchase up to $150.00 (Community Funds) in candy.

City Elected And Appointed Officials

Mayor Simmons commented on the successful Heritage Festival, commending the Elk's Lodge for their work on hosting the event.

Clerk Wright said per resident's request that a street light fixture at 615 North 5th needed replaced. Wright said she had contacted Ameren and there would be no charge for the installation of the fixture, but a monthly charge for street light service ranging from $5-$10 per month. Alderman Riddle added that lighting was a need in that area. Council was all in agreement.

Wright updated council on a demolition grant as a final list of homes would have to be verified by Southern Five before asbestos inspections could take place.

Chief Miller said a squad car that was damaged during an arrest should be finished with repairs within a few days. Miller added the squad would next be taken to Novacom for wiring repairs inside the vehicle.

Fire Chief Williams mentioned fire drill training that took place at surrounding schools as well as VGS class visits to the firehouse. Williams also mentioned the annual Halloween at the firehouse on Halloween night.

Phil Morris said he would need to order fruit for the annual 50/100 mile run as the city provides this each year for the runners. Morris said the order would have to be placed by October 31. Council discussed and agreed for Morris to order what was needed based on the volume of runners. The amount would be approved at the first meeting in November.

Alderman Tuey mentioned the closing of 10th street for Halloween evening due to safety precautions for children trick or treating. Tuey said he would hand out flyers in his ward prior to the date.

At 7:05 p.m., Alderman Tuey made a motion to go into Executive Session, 5ILCS 120/2(C)(1) Employment. Alderman Racey seconded the motion. Motion carried.

At 7:25 p.m. Alderman Owen made a motion to resume the regular session meeting. Alderman Tuey seconded the motion. Motion carried.

Alderman Owen made a motion for the City of Vienna to employ Seth Hook for the 2020 mowing season at the City ballpark. The motion was seconded by Alderman Hill. All in favor, Motion carried.

Alderman Tuey made a motion to employ Melissa Presser as Vienna's city attorney, effective immediately. The motion was seconded by Alderman Racey. All in favor, motion carried.

As there was no further business to discus, Alderman Owen made a motion to adjourn the meeting. The motion was seconded by Alderman Tuey. Motion Carried.

Mayor Simmons declared the meeting adjourned at 7:30 p.m.
