City of Anna City Council met Sept. 3.

Here is the minutes provided by the council:

The Anna City Council met in regular session at the Anna City Hall at 5:01 p.m. on September 3, 2019. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Bryan Miller, Commissioner Martha Ann Webb and Mayor Steve Hartline. None were absent.

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE THE AUGUST 20, 2019 ANNA CITY COUNCIL REGULAR SESSION MINUTES AS SUBMITTED AS THE OFFICIAL MINUTES OF SAID MEETING. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

Ron Mays stated that his cousin Dwayne Cavitt passed away last year and there was no will. The Mays family have been trying to get possession of the property at 422 & 424 E. Jefferson Street, where the vehicles were located at the time of the violations. Allen Mays stated that he had spoken with Code Enforcement Officer Gary Rider regarding the violations and was told it would be fine as long as they were working on it. Allen also stated that the utility services were left on in Dwayne's name per Steve Guined. Mayor Hartline questioned the ownership of the property and the vehicles. Allen and Ron stated that the property isn't worth anything but they would like to have the cars back. Mayor Hartline stated that the council will further investigate.

Mary Harris currently has the Park & Pool Concession contract with the City of Anna. Mrs. Harris stated that she has run the concessions for the last two years but can no longer continue. She stated that at the end of this contract she will not be renewing for next year. Mayor Hartline asked if she had any suggestions. Mrs. Harris stated that it would be great if the Khourey League would run the concessions at the park and the Blue Dolphins take over the concessions at the pool. Mayor Hartline thanked Mrs. Harris for all her hardwork.

City Administrator Dori Bigler previously submitted updates on projects she has been working on. City Administrator Bigler asked if the council had any questions about her report.

City Administrator Dori Bigler stated that she had been working with Commissioner Webb and Homer Hawk for the City of Anna to be a representative for the Honor Wreaths for Veterans. Commissioner Webb has agreed to be the coordinator for the event which is held on December 14, 2019. Discussion was held regarding the ordering, payment and placement of the wreaths. Commissioner Webb will be working with Homer Hawk, a representative of the American Legion and other area organization on laying the wreaths and the removal. Commissioner Webb stated that the program includes laying wreaths for First Responders also. Commissioner Miller stated that Randal Watkins might be able to supply a list of veterans and their grave spaces.

A motion was made by Mayor Hartline and seconded by Commissioner Bigler that it be RESOLVED TO APPROVE TO AUTHORIZE COMMISSIONER MARTHA ANN WEBB AS THE CITY OF ANNA REPRESENTATIVE FOR HONOR WREATHS FOR VETERANS. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - None. Mayor Hartline declared the motion carried.

City Administrator Dori Bigler has previously submitted three proposals to the council for creating a pickle ball court. Mayor Hartline asked for council input on the three options. City Administrator Bigler stated that options 1 & 2 are the same, except option 2 is with the city painting lines for pickle ball and no tennis would be played on that court. Public Works Manager Gary Dahmer explained that if a schedule for play on the pickle ball courts was created then the park employees could put up the nets and take them down when not in use. Commissioner Webb questioned the differences in the netting and asked if this is a fad, could the tennis nets be put back up. Public Works Manager Dahmer explained the process on the sleeves that the poles are placed in for pickle ball nets. Commissioner Miller questioned how many courts this would create. City Administrator Bigler stated there would be 4 courts and the nets would stay in place. Commissioner Webb requested that if the tennis court could be restriped also

if needed. Commissioner Bryan questioned where the money was coming from. Discussion was held regarding the different funds that are allocated for the park.

A motion was made by Commissioner Bryan and seconded by Commissioner Miller that it be RESOLVED TO APPROVE TO ACCEPT OPTION 2 TO CREATE 4 PICKLE BALL COURTS ON ONE OF THE EXISTING TENNIS COURTS AT THE COST OF $4250.00. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Bigler that it be RESOLVED TO APPROVE RESOLUTION 2019-22; VETERAN'S DAY PARADE ON NOVEMBER 11, 2019. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

Discussion was held regarding the property at 324 E. Lewis Street for Fine Violations and Public Nuisance Liens. City Attorney John Foley explained the process of declaring a property a Public Nuisance.

A motion was made by Mayor Hartline and seconded by Commissioner Miller that it be RESOLVED TO APPROVE TO AUTHORIZE CITY ATTORNEY JOHN FOLEY TO DECLARE THE PROPERTY AT 324 E. LEWIS STREET A PUBLIC NUISANCE. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.

A motion was made by Mayor Hartline and seconded by Commissioner Bigler that it be RESOLVED TO APPROVE A BUILDING PERMIT FOR BRADLEY JITER AT 203 EVERGREEN DR. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

Mayor Hartline reported that Senator Fowler contacted him to inform the city of a grant that has been awarded to the Business Park. This grant will develop a road that runs East and West, which will give access to more city property.

Fire Chief Gary Rider reported that Union County tested the Emergency Sirens today and the city sirens didn't go off. His department and the county are looking into the issue.

A motion was made by Commissioner Bigler and seconded by Commissioner Webb that it be RESOLVED THAT THE REGULAR SESSION OF THE ANNA CITY COUNCIL MEETING OF SEPTEMBER 3, 2019 BE ADJOURNED AT 5:47 PM. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried.
