The Anna City Council met in regular session at the Anna City Hall at 5:00 p.m, on June 18, 2019. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Commissioner Michael Bigler, Commissioner Bryan Miller, Commissioner Martha Ann Webb and Mayor Steve Hartline. Commissioner Kathy Bryan was absent.
A motion was made by Commissioner Webb and seconded by Commissioner Bigler that it be RESOLVED TO APPROVE THE JUNE 4, 2019 ANNA CITY COUNCIL REGULAR SESSION MINUTES AS THE OFFICIAL MINUTES OF SAID MEETING. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Miller, Commissioner Webb and Mayor Hartline. voted yea. Nay - none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Miller and seconded by Commissioner Bigler that it be RESOLVED TO APPROVE THE JUNE 10, 2019 ANNA CITY COUNCIL SPECIAL SESSION MINUTES AS THE OFFICIAL MINUTES OF SAID MEETING. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Miller, Commissioner Webb and Mayor Hartline. voted yea. Nay- none. Mayor Hartline declared the motion carried.

Treasurer Danyelle Meisenheimer previously submitted the financial report for May 31, 2019.
A motion was made by Commissioner Webb and seconded by Commissioner Miller that it be RESOLVED TO APPROVE TO PAY ALL APPROVED BILLS. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Bigler and seconded by Mayor Hartline that it be RESOLVED TO APPROVE ORDINANCE 2019-05; AUTHORIZING THE SALE OF SURPLUS PROPERTY. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Miller, Commissioner Webb and Mayor Hartline. voted yea. Nay - none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Miller and seconded by Commissioner Webb that it be RESOLVED TO APPROVE RESOLUTION 2019-10; ILLINOIS HOUSING DEVELOPMENT AUTHORITY GRANT. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.
Discussion was held regarding the amending of the liquor ordinance. Mayor Hartline opened the discussion to the public. Discussion was held about the creation of the ordinance that banned alcohol in the park and the signage that enforces the ordinance. City Attorney John Foley spoke of the Special Events permits and how the amending of the ordinance could open events to be held on all city property not just the park.
A motion was made by Commissioner Bigler and seconded by Commissioner Miller that it be RESOLVED TO APPROVE TO AMEND LIQUOR ORDINANCE 2019-03. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Miller, and Mayor Hartline voted yea. Commissioner Webb voted no. Mayor Hartline declared the motion carried.
The request to purchase 2 Park Benches & 2 Cigarette containers for Union County Housing was tabled.
Code Enforcement Officer/Fire Chief Gary Rider submitted the monthly code enforcement updates.
Interim Police Chief Bryan Watkins previously submitted the monthly police department stats report.
A motion was made by Mayor Hartline and seconded by Commissioner Miller that it be RESOLVED TO ENTER CLOSED SESSION TO DISCUSS PERSONNEL & PENDING LITIGATION. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Miller, Commissioner Webb and Mayor Hartline. voted yea. Nay - none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Webb and seconded by Commissioner Bigler that it be RESOLVED TO EXIT CLOSED SESSION. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Miller, Commissioner Webb and Mayor Hartline. voted yea. Nay -- none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Webb and seconded by Commissioner Bigler that it be RESOLVED TO APPROVE THE CLOSED SESSION MINUTES OF JUNE 18, 2019 AS PREVIOUSLY READ AS THE OFFICIAL CLOSED SESSION MINUTES OF SAID MEETING. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Miller, Commissioner Webb and Mayor Hartline, voted yea. Nay – none. Mayor Hartline declared the motion carried.
A motion was made by Commissioner Webb and seconded by Commissioner Miller that it be RESOLVED TO APPROVE TO AUTHORIZE CITY ATTORNEY JOHN FOLEY TO RELEASE INFORMATION TO CLARIDA ZEIGLER ENGINEERING REGARDING THE ROUTE 146 FLOODING. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Miller, Commissioner Webb and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.
A motion was made by Mayor Hartline and seconded by Commissioner Miller that it be RESOLVED TO APPROVE TO AUTHORIZE CITY ATTORNEY JOHN FOLEY TO ACCEPT THE FOP GREIVANCE PROPOSAL STARTING AS OF MAY 1, 2019. A vote was taken upon the motion with the following results, Commissioner Bigler, Commissioner Miller, Commissioner Webb and Mayor Hartline. voted yea. Nay - none. Mayor Hartline declared the motion carried.
