City of Anna City Council met June 4.

Here is the minutes provided by the council:

The Anna City Council met in regular session at the Anna City Hall at 5:05 p.m. on June 4, 2019. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Commissioner Kathy Bryan, Commissioner Bryan Miller, Commissioner Martha Ann Webb and Mayor Steve Hartline. Commissioner Michael Bigler was absent.

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE THE MAY 21, 2019 ANNA CITY COUNCIL REGULAR SESSION MINUTES AS THE OFFICIAL MINUTES OF SAID MEETING. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline. voted yea. Nay – none. Mayor Hartline declared the motion carried

A motion was made by Commissioner Bryan and seconded by Mayor Hartline that it be RESOLVED TO APPROVE ORDINANCE 2019-04; PROVIDING FOR THE FIXING OF RATES & CHARGES FOR THE USE AND SERVICE OF THE SEWAGE SYSTEM. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline. voted yea. Nay – none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Miller and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE TO HIRE POLICE OFFICER ADAM TRIPP AS FULL-TIME OFFICER WITH A PROBATION PERIOD OF 6 MONTHS EFFECTIVE JUNE 9, 2019. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline. voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Miller and seconded by Mayor Hartline that it be RESOLVED TO APPROVE TO APPOINT ASSISTANT POLICE CHIEF BRYAN WATKINS TO INTERIM POLICE CHIEF WITH A PROBATION PERIOD OF 6 MONTH EFFECTIVE JUNE 5, 2019. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline. voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Mayor Hartline and seconded by Commissioner Miller that it be RESOLVED TO APPROVE TO AUTHORIZE CITY ATTORNEY JOHN FOLEY TO PREPARE AN ORDINANCE FOR SURPLUS PROPERTY OF A 2014 CHEVROLET CAMARO. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline. voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Mayor Hartline and seconded by Commissioner Webb that it be RESOLVED TO APPROVE A RAFFLE LICENSE APPLICATION FOR SIBSA TO BE HELD AT THE ANNA CITY PARK CONCESSION STAND. A voto was taken upon the motion with the following results. Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline. voted yea. Nay - none. Mayor Hartline declared the motion carried.

Mayor Hartline announced that the meeting with CenterPoint Energy had been postponed

Commissioner Bryan discussed the spray painting on the city sidewalks and street that was done by the staff of the 5K Ruck.

Commissioner Webb asked if the curbs on South Main are going to be replaced during the road construction. Mayor Hartline explained that IDOT does not have curbs in this project and placing curbs would cost between 75-100 thousand dollars. Mayor Hartline stated that the re-surfacing will last about 10 years.

Commissioner Webb discussed the smoking issues at Anna Vista Apartments. Commissioner Webb requested the city place a trash tote on the sidewalk for the residents to throw their cigarette butts in. Mayor Hartline suggested a cigarette butt container. Assistant Police Chief Bryan Watkins stated that we would have to supply the cigarette butt container to Grayland Court and Hillside Terrace. Commissioner Webb stated that the cigarette butts are going in the storm drain and will cause it to clog. Assistant Police Chief Bryan Watkins will contact the disposal department to inquire about any issues. City Attorney John Foley recommended putting this issue on the agenda for a vote.

Commissioner Webb discussed the Raffle License Ordinance regarding non-for profit and for profit. City Attorney John Foley explained that for profit business can't have a raffle license by state statue, but non-for-profit organization have to be in business for 5 years before they can obtain a raffle license. Commissioner Webb suggested to educate the community that they need to obtain a raffle license if they are non-for-profit by placing information on the city website and the back of the city utility bills.

Code Enforcement Officer/Fire Chief Gary Rider was absent.

A motion was made by Commissioner Webb and seconded by Mayor Hartline that it be RESOLVED TO ENTER CLOSED SESSION TO DISCUSS PERSONNEL & PENDING LITIGATION. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline. voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Miller and seconded by Mayor Hartline that it be RESOLVED TO EXIT CLOSED SESSION. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline. voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED TO APPROVE THE CLOSED SESSION MINUTES OF JUNE 4, 2019 AS PREVIOUSLY READ AS THE OFFICIAL CLOSED SESSION MINUTES OF SAID MEETING. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline. voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Bryan and seconded by Commissioner Miller that it be RESOLVED THAT THE REGULAR SESSION OF THE ANNA CITY COUNCIL MEETING OF JUNE 4, 2019 BE ADJOURNED AT 7:43 P.M. A vote was taken upon the motion with the following results. Commissioner Bryan, Commissioner Miller, Commissioner Webb and Mayor Hartline. voted yea. Nay – none. Mayor Hartline declared the motion carried.
