Village of Goreville Village Board met March 4.

Here is the minutes provided by the board:

On March 4, 2019 at 6:03 PM, Mayor Larry Vaughn called the regular board meeting to order. The Village Clerk, Agnes Paul conducted roll call. The following trustees were present: Trustee Beckmann, Trustee Baker, Trustee Jones, Trustee Trovillion, and Trustee Kerley. Trustee Johnson was absent.

Others present at the meeting were: Police Chief Eddie Holland, Pam Perry, Sam Mighell, Elvis Cameron, and Fire Chief, Randy Childers, Chuck Querry and Chastody Bennett. (sign in sheet attached)

Trustee Kerley motioned to approval the minutes of the February 5, 2019 regular meeting, the treasurer's report, and the paid bills for January totaling: $45,842.67 , General Fund - $26,699.67,TIF # 1-$19,143.00 plus: John Crawford & Associates $740.00 from TIF # 1. Trustee Trovillion seconded the motion. All voted yes.

Trustee Trovillion motioned to approve the Resolution outlining the 2019 Motor Fuel Budget presented by Steve Kelly. Trustee Kerley seconded the motion. All voted yes.

Chastody Bennett addressed the board on plans to open a library in Goreville. She has library supervisor experience and had brought the idea to the board several years ago, but did not have the information that she has now. She briefed the board on “Illinois Heartland", which is a statewide library organization with 552 sources available to support a local library. This library district would serve those within the Goreville School District. The first objective is to find a suitable building to start the library. It would require a concrete foundation due to the heavy weight load required. This could be supported by a tax levy or private donation. Once a library is established they could apply for a $150,000.00 rebuilding grant for a new site. She is looking for seven persons to sit on the library board. Once that board is established, the library board would go forward with plans and execution, a separate entity from the Village of Goreville or Goreville Schools. Trustee Beckmann briefed the board on changes to Freedom Fest this year. The parade will be at 10:00 A.M. with a gospel concert beginning at 9:00 A.M. The kid's parade will be at the park at 2:30 P.M. The fun zone for kids will be from 3-8 P.M. at the park. He asked for $45.00 extra in the budget to pay for snacks at the River to River Relay Booth.

Trustee Beckmann announced that the City Wide Yard Sale will be the third Saturday of May and the Flea Market will be the first Saturday in May.

Chuck Querry reported that the roads in the Peninsula Subdivision had been adversely affected by the weather over the winter.

Trustee Jones reported that the Johnson County Youth League (JCYL) would not sell concessions at the park this year, but that the other food vendors are donating a percentage of their sales to the JCYL.

At 7:35 PM, Trustee Kerley motioned to enter into executive session. Trustee Baker seconded the motion. All voted yes.

At 8;07 PM, Trustee Jones motioned to exit the executive session. Trustee Baker seconded the motion. All voted yes.

Trustee Jones motioned to hire Matt Russell, with declination of health insurance, full time. Trustee Kerley seconded the motion. All voted yes.

Trustee Trovillion motioned to hire Jeremy Murphy, part time police officer. Trustee Baker seconded the motion. All voted yes.

At 8:10 P.M., all business being completed, Trustee Kerley motioned to adjourn the meeting. Trustee Trovillion seconded the motion. All voted yes.
