Village of Goreville Village Board met May 6.

Here is the minutes provided by the board:

PM, Mayor Larry Vaughn called the regular board meeting to order. The Village Clerk, Agnes Paul conducted roll call. The following trustees were present: Trustee Johnson, Trustee Beckmann, Trustee Jones, Trustee Trovillion, and Trustee Kerley.

Others present at the meeting were: Police Chief, Eddie Holland, Fire Chief, Randy Childers, Elvis Cameron, Pam Perry, jack Cochran, Chuck Querry, Virgie Rea and Chastady Bennett. (sign in sheet attached)

Trustee Kerley motioned to approve the minutes of the April 1, 2019 regular meeting , treasurer's report and the paid bills for April totaling: $231,805.59. General Fund = $51,648.00, TIF # 1= $106,750.05, TIF #2 = $73,279.00, Motor Fuel Tax = $128.54, Crawford & Associates ($16,914.50) and Samron Midwest Contracting ($72,751.21) Trustee Jones seconded the motioned. All voted yes.

Jack Cochran stated that he had purchased the Warren Sisk property. He wanted to know if the Village would maintain the road because the courthouse says it is in the village limits. His property adjoins the railroad property. He requested "dead end" signs be placed.

Virgie Rea had a question for the board about fencing her property. She wanted to know if a permit is required. No permit is required, but she was instructed to make sure that she knew exactly where her property line was and not to place the fence right on the line. She was advised that if she was not

sure about property limits, she should have it surveyed to avoid possible disputes with neighbors later on.

Chastady Bennett updated the board on the library project. She said that a public tax levy might be the only way to finance the project. She mentioned the possibility of a "reading room" instead. This would be similar to a library, but not automated and books would come from donations. This would require fund raising projects. Attorney Elvis Cameron advised her to contact the Anna Library Branch and get on their agenda. He said they might be interested in forming a branch in Goreville. There was discussion of possible properties to use including a section of the Senior Citizens building.

A letter from resident Greg Jones was reviewed by the board. He is concerned about ditches in town that required cleaning, causing drainage problems. His letter is attached and filed with these minutes.

Trustee Kerley motioned to approve payment of a cost estimate for Samron in the amount of $72,751.21 to be paid from TIF # 1 and TIF # 2, and an invoice from Crawford Engineering in the amount of $16,914.50, to be paid from TIF # 1.

Trustee Trovillion motioned to approve the Intergovernmental Agreement with CMS for health insurance. Trustee Kerley seconded the motion. All voted yes.

Trustee Jones motioned to approve the bond insurance from Country Companies for another year. Trustee Trovillion seconded the motion. All voted yes.

Mike Green briefed the board on a request by Rebecca Goins to have access to her property on North Hubbard Street via an ally way that runs to Rt. 37 North. She currently has to drive through the concrete plant area and wet cement is constantly on her car. There is an issue of guide wires that would have to be removed in the alley way. He will contact Ameren to discuss that problem with them.

Trustee Beckmann stated that business donations to Freedom Fest are down. He has received $6,000.00 in other sources besides businesses. June 1, 2019 is the deadline to be in the sponsorship booklet and on shirts.

Mayor Vaughn presented the fireworks agreement for approval ($8,500.00) total. One half of the cost for fireworks ($4,250.00 must be paid upon execution of the contract. The other half will be paid after the July 4th celebration. Trustee Johnson motioned to approve the agreement. Trustee Trovillion seconded the motion. All voted yes.

The board discussed projects that the local 4-H group could do at the park. They also discussed improvements that should be made at the park.

The revolving loan fund set up with Southern five required activity within three years. Trust Johnson suggested have a meeting with local business owners to present project options.

Mike Green stated that the recent Duck Race at the Village Park made tracks in the grass at the park.

There was discussion of water issues at the Peninsula Subdivision. Water does not run from the roadway. This is creating potholes that cannot be seen. Construction is ongoing in the subdivision which is aggravating the problem. Chuck Querry suggested that maybe the boulevard should just be removed. Mayor Vaughn said that the road may have to be repaired in sections.

At 7:37 P.M., all business being completed, Trustee Kerley motioned to adjourn the meeting. Trustee Trovillion seconded the motion. All voted yes.
